Under direction of the Behavioral Health Contracts and Grants Manager, plans, develops and manages the contract process for Mental Health Services and Alcohol and Drug Programs; and performs related duties as required.

EDUCATIONAL INCENTIVE: Possible educational incentive of 2.5%, 3.5%, or 5% based on completion of Associate’s, Bachelor’s, or Master’s degree.

BILINGUAL INCENTIVE: Possible Bilingual incentive depending on the applicable MOA and the needs of the department.

PAYROLL TITLE: Program Administrator III

AGENCY/DEPARTMENT: Health Care Agency/Behavioral Health

Program Administrator III is a Management position and is exempt from overtime. The position is eligible for benefits at the MB4 level.

The eligible list established from this recruitment may be used to fill current and future regular, temporary, fixed-term, intermittent and extra-help vacancies for this position only within Health Care Agency, Behavioral Health. There is currently 1 vacancy.

Examples Of Duties

Duties may include, but are not limited to the following.

  • Plans, organizes, coordinates, and directs the activities of the contract and grant process for Mental Health Services and Alcohol and Drug Programs.
  • Confers with other managers on policy matters and work problems; interprets policies and procedures and explains their application within the context of the assigned program field.
  • Designs operational systems and ensures conformance in daily operation; designs tools and implements methods to monitor program performance.
  • Represents the County in contacts with other governmental or community agencies and/or the public; confers and cooperates with others on policies and procedures as well as organizational, personnel, budget and operational issues.
  • Prepares required reports; compiles and analyzes narrative financial information and statistical data to improve operations, identify program needs and/or change service delivery methods.
  • Assists with the preparation of letters to the Board of Supervisors related to contract recommendations.
  • Prepare technical reports and contract summaries for various entities such as the Mental Health Board.

Typical Qualifications

EDUCATION, TRAINING, And EXPERIENCE

At least three (3) or more years administrative support experience in the writing and/or managing of contracts and grants and the equivalent of a Bachelor’s degree in Health Care Administration, Public or Business Administration or related field from an accredited college or university. Experience administering contract policies and procedures, technical knowledge of the contracts process, and substantial experience in one or more of the following: writing grants, participating and understanding the Request for Proposal process, or negotiating complex contractual agreements, required.

NECESSARY SPECIAL REQUIREMENT(S)

Must be familiar with using Word and Excel.

Desirable/Preferred

Experience managing contracts and grants in healthcare or government environment is desired.

FLEXIBLE BENEFITS PROGRAM: You allocate the County's non-taxable biweekly Credit Allowance of $273.00 among several benefit options. Regular part-time employees (40–63 hours per pay period) hired or promoted to Management on or after April 1, 2001 receive a Credit Allowance of $184.00.

  • Medical Plan for you and your dependents. Biweekly cost ranges from $279.19 to $764.84.
  • Dental Plan for you and your dependents. Biweekly cost ranges from $8.76 to $42.24.
  • Vision Plan for you and your dependents providing vision examinations and materials (eyeglasses and contact lenses). Biweekly cost is $4.78.
  • Flexible Spending Accounts which increase your spending power by reimbursing you with pre-taxed dollars for IRS approved dependent care and health care expenses.
  • Pre-tax Salary Reduction available if the costs for the benefits package you select exceeds the County's biweekly contribution. This saves you taxes by lowering your taxable income.
  • Cash added to your taxable biweekly pay, depending on the selections you have made.

EMPLOYEE HEALTH SERVICES CLINIC: (All Groups) Available to you for treatment of minor illness or injury.

MEDICAL MAINTENANCE EXAMINATION: (All Groups except Confidential Clerical) You may schedule a medical maintenance examination through Employee Health Services, at no cost to you, at the intervals stated:

  • Once every 36 months if under age 40
  • Once every 24 months if between ages 40-44
  • Once every 12 months if over age 45

If you choose to have the examination through your personal physician, your department will reimburse you up to $350 for eligible expenses not covered by your medical plan.

9 PAID HOLIDAYS: (All Groups) New Year's Day, Martin Luther King Day, Presidents’ Day, Memorial Day, Independence Day, Labor Day, Thanksgiving Day, Christmas Day, and one floating holiday. This benefit is prorated for permanent part-time employees.

EXECUTIVE ANNUAL LEAVE: (Groups 1, 2) For employees who are exempt from Civil Service, 248 hours earned per year (in lieu of vacation/sick leave), increasing to 288 hours after 5 years of service, increasing to 328 hours after 10 years of service, and increasing to 368 hours after 15 years of service.

ANNUAL LEAVE: (Groups 3, 4) For employees who are not exempt from Civil Service, 208 hours earned per year (in lieu of vacation/sick leave), increasing to 288 hours after five (5) years of service. Line-assigned Battalion Chiefs with more than 5 years of service earn 347 annual leave hours per year

ANNUAL LEAVE BUYDOWN: (All Groups) After using a minimum of 80 hours of annual leave during a 12 month period, all employees first covered by this resolution on or after May 23, 2004 may redeem 160 hours of pay per calendar year. Employees hired and covered under this resolution before May 23, 2004, may request to receive pay in lieu of up to 160 hours (or up to 200 hours for those with 5 or more years of County service) annual leave per calendar year. Permanent, part-time employees earn annual leave hours on a prorated basis. Line assigned Battalion Chiefs may redeem 224 hours of pay per calendar year. The annual leave redemption benefit (Article 12, Section 1205 and 1206 of the Management Resolution) for Managers/Confidential Clerical/Unrepresented Others, is not available to newly hired employees. Revisions are under consideration.

MAXIMUM ANNUAL LEAVE ACCRUAL/EXTENDED LEAVE: (All Groups) The maximum number of hours that an employee can accumulate shall be 880 hours. Line-assigned Battalion Chiefs with more than 10 years of service may accrue a maximum of 1232 hours.

TEXTBOOK AND TUITION: (All Groups) The County may reimburse you up to a maximum of $2,000 ($1,000 for Confidential Clerical) per fiscal year for tuition and books for educational endeavors when courses have a reasonable potential for resulting in more effective County service. This benefit is prorated for permanent part-time employees.

EDUCATIONAL INCENTIVE: (All Groups) You may receive up to 5% incentive pay for educational attainment not specifically required for your job (Public Safety managers receive different educational incentives). You may receive only one form of educational incentive pay and will receive only that which provides the greatest incentive.

PROFESSIONAL MEMBERSHIPS: (All Groups) The County will pay up to a maximum of $200 for membership fees to a job related professional organization. Agency/Department heads (Group 1) are also entitled to County paid membership in professional organizations relating to their position. County Attorneys are also entitled to County payment of California State Bar Association dues.

AUTOMOBILE ALLOWANCE/MILEAGE REIMBURSEMENT: (For Group 1) Employees have the option of using a County vehicle and gasoline card, or receive a $375 per month auto allowance and have any mileage driven on County business reimbursed at the standard rate established by the IRS.

MILEAGE REIMBURSEMENT: (For Group 2, 3, 4) You have the option of using a County vehicle and gasoline card for official business. If required to use your personal vehicle on County business, you will receive mileage reimbursement at the standard rate established by the IRS for each mile driven. Some job classifications also receive a transportation allowance.

DEFERRED COMPENSATION: (All Groups) You may elect to contribute to one or both of the County's deferred compensation programs (established under Internal Revenue Code Sections 401(k) and 457). If you participate in the County sponsored 401(k) plan, the County will match a part of your contribution up to 3% of your salary, on a pay period basis. You must be regularly scheduled to work 40 hours or more each pay period to participate in the 401(k) plan. These plans enable you to build long-term savings while deferring current federal and state income taxes.

RETIREMENT/SOCIAL SECURITY: (All Groups) As of June 27, 2010, employees will be required to “pick-up” a portion of their retirement contribution (3% of retirement compensation earnings if hired before June 27, 2010; 4% if hired on or after June 27, 2010). Defined retirement benefits vest after 5 years of service. Compensation for retirement purposes includes all cash compensation, the Flexible Benefits contribution, the retirement contribution “pick up” and, if applicable, any transportation (or car for Group 1) allowance. The County and you each contribute to Social Security. Employees hired to work less than 64 hours biweekly participate in a Safe Harbor retirement plan in lieu of VCERA and Social Security.

LONG TERM DISABILITY INSURANCE PLAN: (All Groups) This plan provides benefits for up to 5 years for illness or injury, in an amount of 66 2/3% of base salary. Limitations and exceptions are outlined in the policy and/or plan brochure. Employees must be scheduled to work 60 hours or more each pay period to be eligible.

OPTIONAL WAGE SUPPLEMENT PLAN: (All Groups) You may purchase short-term disability coverage in weekly benefit amounts of $45 or $80. You must be regularly scheduled to work at least 40 hours each pay period to be eligible for this benefit, and must enroll within 90 days of employment.

DEATH BENEFIT: (All Groups) The County provides $500,000 in accidental death coverage while on duty in County Public Safety Aviation Unit aircraft. The County provides $50,000 in accidental death coverage while engaged in activities on behalf of SWAT Team or Bomb Squad, or engaged in activities of the K-9, Motorcycle or Narcotics Unit while permanently assigned to any such unit. Your department will provide a $1,000 death benefit payable to your designated beneficiary in the event of your death.

LIFE INSURANCE: (All Groups) The County provides you with a fully paid $50,000 term life insurance policy. The policy contains an accidental death and dismemberment rider equal to the face value of the policy.

OPTIONAL GROUP LIFE INSURANCE: (All Groups) If you are a regular County employee with a regular work schedule of at least 40 hours per pay period you may purchase term life insurance coverage for either $10,000 or one times your annual base salary, without evidence of insurability, if you enroll within your first 90 days of eligibility. You may also be eligible to purchase term life insurance at group rates for two or three times your annual salary, subject to evidence of insurability. Dependent life insurance is also available for employees who purchase optional life insurance coverage.

OTHER BENEFITS: (All Groups) The County also offers an Employee Assistance Program, as well as a Wellness Program, and a Work/Family Program which includes childcare and elder care referrals.
