DUTIES
- Administer and coordinate activities of the City’s grant fund operations, which includes developing, monitoring, enhancing, and maintaining all accounting functions related to grant and Project Accounting Systems.
- Perform professional accounting tasks such as maintaining and preparing monthly, quarterly, and annual financial accounting records
- Prepare periodic financial statements and reports
- Analyze and upgrade managerial accounting systems as necessary to ensure costs are monitored; coordinate Fund Accounting with division managers; provide necessary reports for managers to make informed financial decisions
- Monitor and record bond project reporting
- Research, analyze, and make recommendations to management regarding various issues such as conformance with city ordinances and policies, cost of production versus revenues recovered, productivity of work crews, etc.
- Review operations and budget funds to assure compliance with internal policies and procedures and generally accepted accounting principles
- Perform special projects as assigned, which require a high level of understanding of accounting theory and concepts
- Administer, coordinate, and review cost allocation studies prepared by outside agencies
- Contribute to and/or lead the preparation of the Annual Comprehensive Financial Report (ACFR).
- Guide and support junior accountants.
- Stay current in Governmental Accounting Standards Board (GASB) and Financial Accounting Standards Board (FASB) pronouncements and changes in the accounting profession.

Job Requirements
Education, Experience, And Licenses/Certifications
- Bachelor’s Degree from an accredited college or university in Business Administration or related field with an emphasis in Accounting; and,
- Four (4) years’ experience in accounting, finance, or related field;
- Master’s Degree from an accredited college or university in Business Administration or related field with an emphasis in Accounting; and,
- Two (2) years’ experience in accounting, finance, or related field;
- Any combination of related education, experience, certifications, and licenses that will result in a candidate successfully performing the essential functions of the job.
- Knowledge of appropriate Federal, State, and Local Government laws, regulations, and ordinances.
- Knowledge of fund accounting, Federal and State funding, rate setting, cost-of-service evaluation, create of long-term financial forecasts and planning.
- Knowledge of business and management principles involved in strategic planning, resource allocation, and coordination of people and resources.
- Skill at the intermediate level, working with applicable Microsoft Office 365 products, and other software systems to complete work.
- Skill in analyzing and researching, to interpret and understand policies, laws, and regulations, and to provide workable recommendations and solutions to problems that maintain compliance.
- Skill in complex problem solving; identifying complex problems and reviewing related information to develop and evaluate options and implement solutions.
- Ability to navigate Enterprise Resource Planning (ERP) systems and automation tools (e.g., Power BI, AI-driven accounting software).
- Skill in interpersonal relationships, including using tact, patience, and courtesy.
- Ability to analyze, understand and communicate complex financial reports.
- Ability to work independently and/or with team environment, handling multiple tasks, changing priorities, and contributing to day-to-day operations with attention to detail.
- Ability to maintain strong interpersonal relationships with internal and external stakeholders.
- Ability to handle records and complex situations of a confidential nature.
- Ability to prepare budget documentation and to monitor expenditures to implement fiscal control and maintain budget compliance.

- Ensure equipment is in safe operating condition; perform preventive maintenance on tools and equipment, as appropriate and/or notify leadership immediately of needed repairs.

- Environment: Works in an office setting; occasionally requires irregular and/or prolonged hours.
- Travel: Travels to City of Denton buildings and professional meetings as required.
- Attendance: Regular and punctual attendance at the worksite is required for this position. Must attend regularly scheduled and special meetings.
