Project Manager Position Overview

The Project Manager (PM) will provide on-site project management support for VA's EHRM Infrastructure Upgrades project at the Doris Miller Veterans Affairs Medical Center, located at 4800 Memorial Drive, Waco, TX 76711. This position is well-suited for an experienced construction project manager who can coordinate federal healthcare work, monitor schedule and budget performance, track risks and action items, support meetings, maintain project documentation, and prepare required VA reporting for COR review.

The PM will serve in a contractor-support capacity under COR coordination, supporting project oversight while maintaining appropriate contractual boundaries. The PM will not perform inherently governmental functions, accept or reject work, authorize changes, supervise Government personnel, or assume responsibilities assigned to the A/E, construction contractor, Contracting Officer, or COR.

Project Manager Key Responsibilities

Project Coordination & Stakeholder Management

  • Coordinate with VA stakeholders, PCAC, the Doris Miller Veterans Affairs Medical Center, Health Care System representatives, building occupants, A/E representatives, the construction contractor, and project team members
  • Facilitate communication, assist with resolving coordination issues, clarify project requirements, and maintain project momentum
  • Keep the COR informed of project status, risks, disputes, and required Government actions
  • Prepare for and support progress meetings, project reviews, and action item follow-up

Schedule, Budget & Risk Management

  • Monitor schedules and recommend adjustments for slippages, critical path issues, phasing, and milestone risks
  • Monitor financial data, budget tracking, obligations, payments, balances, and planned expenditures
  • Review cost proposals, support change documentation, and assist with cost estimate analysis
  • Compare progress against schedules, budgets, and payment applications to support COR review
  • Identify risks, recommend mitigation, and support claims/dispute analysis when requested

Quality, Testing & Commissioning Support

  • Support QA, safety, schedule, cost, change, and information management processes
  • Track required tests and inspections against specifications and schedule requirements
  • Coordinate inspection and testing matters with the General Contractor, testing agencies, and VA stakeholders
  • Support commissioning with the Commissioning Agent and General Contractor

Document Control & Reporting

  • Maintain project records, correspondence, meeting documentation, construction administration files, as-built information, electronic filing, and required submissions as directed by the COR
  • Develop and maintain project management plan materials covering communication, schedule management, quality assurance, and risk management, as required
  • Maintain VA project tracking systems with current comments, obligations, dates, contract information, and status updates

Project Manager Required Deliverables

  • Project management plan components required by the contract or COR, including communication, schedule management, quality assurance, and risk management materials
  • Meeting support materials, including agendas, minutes, action items, and follow-up items for Government review, when requested
  • Consolidated weekly reports to the COR on completed work
  • Update Project Tracking Reports every two weeks and at least 24 hours before recurring status meetings, including current comments, obligations, dates, contract information, and status updates
  • Submit schedule reviews electronically within nine business days of notification. Reviews should address A/E or General Contractor activities, activity relationships, master schedule updates, changes from original scheduling, and any illogical, missing, or erroneous schedule activities
  • Submit cost estimate reports, cost proposal reviews, and budget tracking support electronically within 24 hours upon completion and provide them to the COR within nine business days of notification, unless the COR directs another contract timeframe
  • Issue resolution records, risk documentation, claims/dispute support, and corrective-action recommendations
  • EHRM project package support documentation, when applicable, submitted within 24 hours upon completion and within five business days of notification, or as otherwise directed by the COR
  • Daily inspection logs documenting project activities and events affecting construction
  • Monthly project-hours breakdown provided to the COR

Project Manager Qualifications

Required Experience and Technical Competencies

  • Bachelor's degree from an accredited institution in construction management, engineering, architecture, or a closely related field; or, in lieu of a degree, at least 10 years of progressively responsible construction project management experience, subject to Government review and approval
  • Minimum of seven years of verifiable experience managing construction or renovation projects of comparable size, scope, and complexity, preferably in healthcare or similarly regulated environments
  • Successful project management role experience on at least three projects of similar scale and complexity
  • Ability to read and interpret construction documents and communicate effectively with construction project team members
  • Working knowledge of construction administration, project controls, budgeting, scheduling, change management, and risk management
  • Ability to facilitate meetings, document decisions, track action items, and coordinate across project stakeholders
  • Ability to assess scope, schedule, cost, and level-of-effort impacts and recommend corrective actions
  • Ability to prepare clear reports, plans, schedules, cost summaries, and written recommendations

Standards, Credentials, and Training

  • Familiarity with VA project delivery, VA Technical Information Library standards, The Joint Commission (TJC), healthcare coordination, OSHA requirements, and project controls practices
  • Ability to obtain and maintain required VA access credentials, including PIV/visitor badge requirements and favorable NACI background check
  • Ability to obtain access to VA construction management software through the Facilities Engineering office and use required systems for project correspondence and reporting
  • Complete OSHA 30-hour safety training within 60 days of Notice of Award and complete required VA cybersecurity and privacy awareness training within required contract timeframes
  • S. citizenship is required for this contract; only U.S. citizens may perform work under this requirement
  • Comply with VA information release restrictions, Government ownership of contract deliverables, and any required non-disclosure or conflict-of-interest requirements

Preferred Qualifications

  • Bachelor's degree in construction management, engineering, or architecture from an accredited university preferred; directly related experience may be considered in lieu of education consistent with solicitation requirements
  • Professional credentials such as Project Management Professional (PMP), Certified Construction Manager (CCM), Professional Engineer (PE), or Registered Architect (RA) are highly desirable
  • VA, federal healthcare, EHRM infrastructure, occupied-facility construction, construction management software, or comparable regulated healthcare project experience preferred

Project Manager Work Conditions

  • Full-time on-site support at Doris Miller Veterans Affairs Medical Center, 4800 Memorial Drive, Waco, TX 76711
  • The position is anticipated to support up to 40 hours per week based on the operational needs of the facility. Day, night, weekend, holiday, or after-hours support may be required to meet project demands and coordinate with the field COR
  • Base year plus one option year anticipated, with the base period expected to run 365 days from award and the option year following the end of the base year
  • The Government provides basic on-site office essentials, including desk, chair, power, and lighting, and Government-furnished equipment may include a computer, monitor, keyboard, and mouse for project data during the task order

Compliance and Reporting: Reports, deliverables, and project records will be submitted electronically in accordance with COR direction and applicable contract timeframes. The PM will perform all duties in accordance with VA direction, COR coordination, applicable standards, and contract requirements while maintaining the appropriate contractor-support role.
