The Office of Inspector General (OIG) performs many varied functions for the Cabinet for Health and Family Services. OIG has Six Divisions: Division of Regulated Child Care, Division of Health Care, Division of Audits and Investigations, Certificate of Need, Division of Telehealth Services, and the Division of Kentucky Health Information Exchange. These Divisions cover a wide variety of job tasks and duties in varied settings throughout Kentucky, which include inspecting and licensing childcare and healthcare facilities and services, conducting investigations of complaints in those facilities, conducting Medicaid fraud and other types of complaints for the Cabinet. OIG is also responsible for managing Kentucky's Health Information Exchange, which is the technical infrastructure or network that enables doctors, hospital staff, and other healthcare providers to electronically share patient health information so that providers are more quickly informed and have access to a patient's comprehensive health history.

The Budget Support Specialist provides essential fiscal and administrative support to all divisions within OIG. This position plays a key role in the initiation and processing of procurement requests, administration of OIG's Pro-Cards, maintenance of fiscal inventory, accounts payable and receivable activities, and coordination with Fleet Management. The position also assists the budget office with tracking logs and basic budgetary processes and procedures.

Responsibilities Include, But Are Not Limited To, The Following

  • Provide fiscal and administrative support to all OIG divisions in the initiation and processing of procurement requests through the Procurement, Payables and Asset Tracking System (PPATS).
  • Monitor general procurement and accounting processes to ensure compliance with applicable regulations, policies, and procedures.
  • Research and resolve issues in PPATS and eMARS, making corrections as necessary.
  • Serve as the primary point of contact with DPGO buyers and contract specialists regarding procurement activities.
  • Serve as the OIG Pro-Card Administrator, managing OIG Pro-Cards and working with Pro-Card users and the program administrator to resolve purchasing issues.
  • Serve as the centralized point of contact for OIG's fiscal inventory.
  • Locate, monitor, tag, document, and maintain records for fiscal qualifying inventory items.
  • Coordinate with regional offices to conduct inventory counts and ensure accurate inventory records.
  • Enter and update inventory information in PPATS and eMARS and process the transfer or disposal of inventory items.
  • Receive and review bills and invoices for accuracy and completeness.
  • Manage accounts payable and receivable processes in accordance with applicable regulations, policies, and procedures.
  • Serve as OIG's liaison with Fleet Management.
  • Maintain and report monthly vehicle mileage and coordinate with regional offices regarding vehicle maintenance, detailing, car washes, and recalls for OIG's leased fleet.
  • Coordinate Central Office vehicle maintenance and cleanliness.
  • Assist budget office staff with tracking logs and basic budgetary processes and procedures.
  • Perform other duties as assigned.

Skills and abilities include, but are not limited to:

  • Knowledge of budget administration, accounting, or related fiscal processes.
  • Knowledge or experience with eMARS.
  • Knowledge or experience with accounts payable and accounts receivable.
  • Knowledge or experience with PPATS.
  • Excellent organizational and time-management skills with the ability to effectively manage multiple priorities.
  • Strong multitasking skills and attention to detail.
  • Project management skills and the ability to successfully navigate and complete projects within tight deadlines.
  • Ability to interpret regulations, policies, and procedures and apply them appropriately to daily responsibilities.
  • Excellent written and verbal communication skills.
  • Strong active listening skills and the ability to communicate effectively with employees, vendors, and internal partners.
  • Knowledge of the state budget process is preferred.
  • Proficiency in Microsoft Office productivity tools.

Minimum Requirements

EDUCATION: Graduate of a college or university with a bachelor's degree.

EXPERIENCE, TRAINING, OR SKILLS: One year of professional experience in statistical analysis, accounting, auditing, planning, or a related field.

Substitute EDUCATION for EXPERIENCE: NONE

Substitute EXPERIENCE for EDUCATION: Professional experience in statistical analysis, accounting, auditing, planning, or a related field will substitute for the required education on a year-for-year basis.

Probationary Period

This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
