Job Purpose
To execute and lead all PPP project activities including market assessment, bidding, contract evaluation, financial structuring, and compliance management, ensuring successful implementation of partnerships aligned with RTA’s investment strategy and financial sustainability goals.
Roles and Responsibilities
Strategy
• Conduct detailed studies on commercial and investment opportunities suitable for implementation through public-private partnerships, ensuring alignment with the Authority’s
strategic and financial objectives.
• Prepare and update comprehensive market and feasibility studies for PPP projects,
recommend optimal business and financing models, and ensure integration with the
Authority’s investment strategy.
• Analyze and identify various financing alternatives and structuring mechanisms for
infrastructure projects; recommend the most viable options based on project nature, investor
appetite, and market dynamics.
• Develop and implement detailed program plans for PPP projects in coordination with
concerned departments to enhance financial sustainability and optimize project delivery
outcomes.
Operations
• Manage and follow up on the bidding process for PPP projects, including the preparation and
evaluation of technical and financial offers, negotiation with investors, and coordination with
procurement and legal teams until contract finalization.
• Oversee the implementation and performance of partnership contracts with private entities,
track KPIs, identify risks, and propose corrective action plans for affected or delayed projects.
• Review and draft Requests for Proposals (RFPs), partnership contracts, and annexures to
ensure alignment with PPP standards, legal requirements, and the Authority’s governance
frameworks.
• Evaluate commercial and investment clauses within PPP contracts and ensure full compliance
with relevant legislation, policies, and accreditation requirements from Dubai’s concerned
authorities.
• Prepare detailed financial evaluations of investment opportunities and partnership models
based on approved policies, ensuring accuracy, transparency, and consistency with
established methodologies.
• Prepare presentations and analytical summaries for senior management, committees, and
boards; ensure follow-up on decisions and directives to support timely project
implementation.
Product / Process Improvement
• Identify and assess challenges, risks, or gaps in existing PPP frameworks and propose
improvements to enhance efficiency, transparency, and investor attractiveness.
• Provide technical guidance and mentoring to team members on PPP financial modelling,
contract structuring, and project management to build departmental capacity and improve
execution standards.
• Coordinate with relevant departments to ensure all PPP documentation, procedures, and
evaluations are maintained according to approved standards and international best practices.
Physical Working Conditions
• Conduct periodic site and field visits during PPP project preparation, construction, and
operation phases to verify compliance with contractual requirements, operational readiness,
and performance obligations.
Qualifications
Bachelor’s/ Master’s degree in Finance
9+ years in case of Master’s degree(11+ years in case of Bachelor’s degree)
