About the Role.

Job Title: Materials Budgeting Supervisor

Job Location: Kuwait

Key Responsibilities

1. Prepare, review, and control project budgets throughout the project lifecycle.
2. Estimate personnel, equipment, machinery, and material costs to support project planning and decision-making.
3. Monitor project cost performance, analyze cost variances, and recommend cost optimization measures.
4. Review subcontractor quotations, participate in commercial negotiations, and support subcontract cost management.
5. Assist project managers in preparing procurement plans for materials, spare parts, and consumables.
6. Establish and maintain a material price database and regularly update market pricing information.
7. Prepare monthly and quarterly cost analysis reports for management.
8. Participate in project cost settlement reviews to ensure accuracy, compliance, and cost effectiveness.

Qualifications

1. Bachelor's Degree or above in Engineering Management, Cost Engineering, Mechanical Engineering, or a related discipline.
2. Minimum 8 years of experience in budgeting and cost control within the Oil & Gas, Energy, or Engineering industry.
3. Strong knowledge of cost estimation, budgeting, and project cost control methodologies.
4. Familiarity with equipment, spare parts, and material pricing in engineering projects.
5. Strong analytical skills with the ability to interpret and evaluate cost data.
6. Proficiency in cost estimation and budgeting software, as well as Microsoft Office applications.
7. Experience in commercial negotiations and supplier or subcontractor management.
8. Fluent in English with the ability to review technical documents and commercial contracts.
9. Professional certification in Cost Engineering or a related field is preferred.
