Location of position: General Services Administration (GSA)-Public Building Services (PBS)-Office of Facilities Management (PM).
We are currently filling five vacancies in any of the locations, but additional vacancies may be filled as needed.

Duties
The duties of the Building Management Specialist at the GS-11 include, but are not limited to the following:
- Assists Building Manager with building operations, maintenance, repair, alteration, historic preservation, recycling, concessions, safety, environmental and security in GSA-owned and leased buildings assigned.
- Assists in evaluating building structures, permanent interiors, furniture, equipment, and the maintenance, repair, and cleaning of building structures, and permanent interiors elements.
- Participates and assists in planning and developing operating budgets and all related Federal Buildings Fund procedures and activities for assigned facilities.
- As a customer service representative, develops and promotes positive working relationships with customer agencies and client personnel, and maintains continuous liaison with building tenants and top management officials of customer agencies and tenants at facilities managed.
- As a Contracting Officer’s Representative, works in coordination with the Building Manager and Leased Contracting Officer (LCO) to perform pre-occupancy and transition tasks including reviewing space requests; participating in market surveys and design kickoff/acceptance meetings; preparing lessor transition and customer welcome packages; providing past performance information to the LCO for succeeding leases; and perform space condition inspections, key collection for vacated space, and coordinate overtime utility services and payments.
- Manages building operations, maintenance, repair, alteration, historic preservation, recycling, concessions, safety, environmental and security in GSA-owned and leased buildings assigned.
- Evaluates building structures, permanent interiors, furniture, equipment, and the maintenance, repair, and cleaning of building structures, and permanent interiors elements.
- Participates and/or assists in planning and developing operating budgets and all related Federal Buildings Fund procedures and activities for assigned facilities.
- As GSA’s customer service representative for assigned buildings, develops and promotes positive working relationships with customer agencies and client personnel, and maintains continuous liaison with building tenants and top management officials of customer agencies and tenants at facilities managed
- Manages the contracting and leasing administration process as needed on behalf of tenant agencies and GSA. In this capacity, oversees force account operations (where applicable) and administers various types of contracts, leases, and serves as the contracting officer’s representative (COR).

- Serve a one year probationary period, if required.
- Undergo and pass a background investigation (Tier 2 investigation level).
- Have your identity and work status eligibility verified if you are not a GSA employee. We will use the Department of Homeland Security’s e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.

The GS-11 salary range starts at $74,678 per year.
If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.
To qualify for the GS-11 level, you must have at least one year of specialized experience equivalent to the GS-9 level or higher in the Federal service.
Specialized experience is experience assisting in the management of a multi-level commercial office building (or equivalent non-housing high rise building) consisting of building mechanical system (i.e., HVAC, alarm systems, elevators, etc.). This experience typically includes:
- monitoring occupant space utilization, energy and water conservation, sustainability and environmental hazards programs;
- coordinating repair and/or alteration- projects;
- maintaining customer satisfaction programs that include feedback mechanisms used to evaluate the effectiveness of services provided;
- monitoring real property budgetary and financial data; and,
- administration of repair and/or operation and maintenance contracts.
If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.
To qualify for the GS-12 level, you must have at least one year of specialized experience equivalent to the GS-11 level or higher in the Federal service.
Specialized experience is experience assisting in the management of a multi-level commercial office building (or equivalent non-housing high rise building) consisting of complex building mechanical system (i.e., building automated systems, centralized HVAC, alarm systems, elevators, etc.). This experience typically includes:
- monitoring occupant space utilization, energy and water conservation, sustainability and environmental hazards programs;
- directing and coordinating minor alteration and renovation projects;
- maintaining customer satisfaction programs including feedback mechanisms used to evaluate the effectiveness of services provided;
- managing or monitoring real property budgetary and financial data; and,
- contract administration and oversight (i.e., janitorial, mechanical, elevator contracts).
- Knowledge of building management principles, concepts and practices as well as a thorough understanding of building tenants and client agencies needs, requirements and customer satisfaction drivers to operate, maintain and manage real property assets in a manner that provides quality building services at a reasonable cost and satisfies building tenants and customer agencies.
- Knowledge of legal, engineering, architecture, fire and life safety, physical security, food service, finance, asset preservation, HVAC, environment, cost estimation, contracting, lease management so that the diverse issues are satisfactorily coordinated and analyzed, conflicts resolved, risks identified and mitigated as necessary and buildings operated in a manner that conforms to technical requirements and responds to client needs.
- Knowledge of real estate principles, concepts, and practices as well as a good understanding of the real estate market in order to perform such duties as acquire property or space; or advise others on acquisition of space; or relocation of employees and tenants in situations involving complicating factors such as unusual and diverse uses; and a wide range of acquisition methods.
- Ability to plan, schedule, and balance aspects of multiple tenant requirements, such as alterations, and to independently determine and execute the appropriate sequencing of work required to fulfill client agency needs and to inform them regarding the status of projects; knowledge of building operational requirements necessary to assess the feasibility and impact of space moves and alterations on tenant agency operations, in order to minimize adverse impacts.
- Knowledge of contracting rules and regulations regarding the soundness of contractor-provided supplies/services/processes and decisions to ensure services provided meet contract specifications as well as business and workplace needs of the tenant.
- Knowledge of a wide range of building management principles, concepts and practices as well as a thorough understanding of building tenants and client agencies needs, requirements and customer satisfaction drivers to operate, maintain and manage real property assets in a manner that provides quality building services at a reasonable cost and satisfies building tenants and customer agencies.
- Ability to integrate knowledge of legal, engineering, architecture, fire and life safety, physical security, food service, finance, asset preservation, HVAC, environment, cost estimation, contracting, lease management so that the diverse issues are satisfactorily coordinated and analyzed, conflicts resolved, risks identified and mitigated as necessary and buildings operated in a manner that conforms to technical requirements and responds to client needs.

- Knowledge of contracting rules and regulations regarding the technical soundness of contractor-provided supplies/services/processes and decisions to ensure services provided meet contract specifications as well as business and workplace needs of the tenant.
