Salary Range: $63,080.00 to $94,620.00 per year. Hiring Range: $63,080.00 to $82,793.00. This is an exempt (salaried) position. Pay rates are based on education, skill, experience level and internal equity. Internal equity considerations include an assessment of the applicant’s salary history and qualifications in comparison to the market rate and requirements for the job.

Community Support Services (CSS) transforms lives and community by supporting veterans, ending homelessness, treating substance use, and preventing and intervening in community and domestic violence. As a department in Mecklenburg County’s Health and Human Services Agency, CSS maximizes community partnerships and collaborative opportunities to improve access to services and advocate for the needs of special populations.

Position Specific Information

The Management Analyst will be responsible for overseeing and administering contract management activities, developing cost projections, conducting detailed budget reconciliations, and ensuring financial practices align with Generally Accepted Accounting Principles (GAAP) specific to government accounting standards.

Responsibilities

Responsibilities include, but are not limited to:

Prepares analytical reports and summaries

Reviews vendor invoices and contract modifications

Performs risk assessment on contract performance

Collaborates with procurement, finance, and management teams to resolve issues

Tracks expenditures, obligations, and encumbrances

Assists in developing policies and procedures

Supports audit activities by providing documentation and financial data

This role requires strong analytical abilities, exceptional written communication skills, and proficiency with key business software tools.

Work location is full-time onsite at 3205 Freedom Drive, Charlotte, NC 28208. Typical work hours are Monday – Friday from 8:00 AM to 5:00 PM.

Position Summary

Performs research and analysis for an assigned County Department or Division. This position works independently and is responsible for managing projects, advising management on results and recommending necessary adjustments to department procedures.

Essential Functions

Conduct research and analysis and advises management of results

Recommend necessary adjustments to department procedures

Work under the guidance of department management on strategic projects to include assisting in the establishment of goals and objectives

Respond to requests from State, County, local municipality government, external partners or community stakeholders

Manage various projects aligned with Strategic Business Plan goals

Gather and organize information about the problem to be solved or the procedure to be improved

Interview personnel and conduct on-site observations to determine the methods, equipment, and personnel that will be needed

Analyze financial and other data; including, but not limited to, revenue, expenditure, and employment reports

Develop solutions or alternative practices

Recommend new systems, procedures, or organizational changes

Make recommendations to management through presentations or written reports

Confer with managers to ensure that the changes are successfully implemented and create positive results

Minimum Qualifications

Experience: Minimum of two years’ experience in a related field.

Education: Bachelor’s degree in Business Administration, Public Administration, Data Analytics or a related field.

Licenses And Certifications

May require a valid North Carolina or South Carolina Drivers License

Preferred Qualifications

Master’s degree in Business Administration, Public Administration, Data Analysis or a related field.

Strong knowledge of GAAP standards (Generally Accepted Accounting Principles) applicable to government finance and accounting.

Demonstrated experience in contract administration and financial analysis.

Excellent written and verbal communication skills, with the ability to draft clear and concise reports and documentation.

Advanced proficiency in Microsoft Excel, including pivot tables, formulas, and data modeling.

Proficiency in Microsoft Word for professional document creation, editing, and formatting.

Prior experience with budgeting or financial management systems commonly used in government.

Ability to analyze large financial datasets and produce actionable insights.

Ability to work independently, handle multiple priorities, and meet deadlines.

Business and management principles involved in strategic planning, project management, resource allocation, human resources modeling, leadership technique, production methods, and coordination of people and resources

Structure and content of the English language including the meaning and spelling of words, rules of composition, and grammar

Principles and procedures for personnel recruitment, selection, training, compensation and benefits, labor relations and negotiation, and personnel information systems
