Essential Job Functions
- Develops training modules, mentors city employees, and assist in the training of suppliers.
- Assists with research, development, and communication of purchasing policies and procedures to city personnel and provides technical guidance on said policies and procedures as necessary
- Prepares detailed written reports, presentations and debriefings as necessary.
- Determines solicitation method for complex, formal, high profile and discretionary procurements.
- Facilitates, coordinates, and participates in the evaluation of proposals and in negotiations with vendors.
- Facilitates the procurement of professional service and discretionary contracts (expenditure and revenue) in accordance with city procurement policies and all other applicable federal, state and local laws, policies and procedures.
- Consults with department personnel by providing technical procurement process assistance for goods, non-professional and professional services.
- Conducts product and vendor research for goods and non-professional and professional services to determine market volatility, price trends, availability, alternative products and potential future problems or opportunities.
- Plans, administers and executes the procurement process to include developing specifications/scope of work, developing pricing matrix, coordinating with appropriate departments, finalizing solicitation documents, tabulating bids/proposals, facilitating evaluation and selection process.
- Prepares award recommendations and coordinates with client department for City Council consideration.
- Performs related duties and fulfills responsibilities as required.
- Bachelor's Degree from an accredited college or university.
- Four (4) years of progressively responsible procurement experience, contract management, preparation or compliance in the public or private sector.
- Experience working in the public sector
- SAP experience
- e-Procurement experience
- Unless otherwise stated, applicants are permitted to substitute two years of related full-time experience for one year of higher education or one year of related higher education for two years of experience in order to meet the minimum requirements of the job. One year of full-time experience is defined as 30 or more hours worked per week for 12 months. One year of higher education is defined as 30 credit hours completed at an accredited college or university.

- Knowledge of Federal, State, and local laws, ordinances, policies, procedures and regulations pertaining to Public procurement procedures and contracts.
- Knowledge of City of San Antonio charter regulations and ordinances regarding procurement procedures.
- Knowledge of contract management standards, planning, solicitation processes, contract monitoring and compliance practices.
- Knowledge of City policies regarding small, women and minority-owned business vendors and awards.
- Ability to determine the most appropriate procurement method utilizing State and cooperative agreements, best value, high tech request for proposals and online auction platforms.
- Knowledge of personnel administration principles and practices.
- Knowledge of supervisory practices, procedures, and techniques.
- Skill in the proficient operation of personal computers & associated software.
- Ability to operate a computer keyboard and other basic office equipment.
- Ability to analyze and interpret complex data pertaining to commodity and equipment purchases.
- Ability to establish procurement policies, procedures, laws, and regulations.
- Ability to interpret, evaluate and apply internal controls to a complex procurement system.
- Ability to understand contract management data, documents, and reports.
- Ability to understand and interpret financial and cost accounting data.
- Ability to work independently and perform contract services projects from inception to completion.
- Ability to communicate effectively.
- Ability to establish and maintain effective working relationships with co-workers, City Management and their staff, vendors and contract service providers, and the general public.
- Ability to maintain confidentiality of information.
- Ability to perform all the intellectual and analytical requirements of the position, including decision-making.
