The Air Force Civilian Service (AFCS) is looking for a Full-Time Contracting Specialist, (NH-1102-03) at Patrick SFB, FL. This federal job offers a rewarding and exciting career with benefits.

Looking for a great place to live and an opportunity to grow your Government Contracting knowledge? 45 CONS at Patrick SFB is seeking a contract specialist with 5 years’ experience (service contracts preferred) to join the Launch and Range support Flight. Having held some type of warrant is a plus but 45 CONS offers warrant board prep training sessions and will work with you towards your next career step.

SALARY RANGE: $76,463 - $118,204 per year without locality.

About The Job

Serves as a non supervisory contract specialist. Provides business advice and performs all preaward and postaward functions for a wide variety of highly specialized procurements of significant importance to the agency or multiple agencies using a wide range of contracting methods and types. Procures services, commodities, and/or construction for complex and/or diversified programs such as Program Executive Officer (PEO) programs; Acquisition Category (ACAT) rated programs; enterprise-wide strategic sourcing initiatives or programs affecting strategic national objectives; research, development, production, operational test and evaluation, sustainment of extensive specialized equipment or systems, state-of-the-art systems and/or programs and equipment that are not well defined or span successive program stages.

Knowledge Skills And Abilities

  • Professional knowledge of a full range of Federal contracting laws, executive orders, regulations, principles, policies, procedures, methods, techniques, and contract types applicable to preaward and postaward actions for a variety of complex and/or diversified services and commodities.
  • Knowledge of the business environment (e.g. economic trends, awareness of commercial/industry business practices, standards, mergers, and acquisitions) applicable to program and technical requirements in order to recognize potential programmatic/contractual impacts, and knowledge of the methods and techniques of factfinding/ market research.
  • Knowledge of the principles, methods, and tools used to assist in risk identification, assessment, and mitigation including assessing the probability and consequences of potential problems and their solutions.
  • Knowledge of formal source selection methods, policies, and procedures; contracting negotiation, administration, and termination principles, policies, procedures, and technical requirements; and knowledge of price and cost analysis sufficient to review proposals against previous history, actual and estimated expenditures, and established and approved rates to determine price reasonableness or to determine a negotiation position.
  • Ability to identify problems, determine accuracy and relevance of information; use sound judgment to generate and evaluate alternatives, and make recommendations; makes sound, well-informed, and objective decisions applying precedents found in government contracting case law to specific contracting situations to insure that legally binding contracting officer decisions are consistent, justifiable and will be upheld at appellate courts or boards; perceives the impact and implications of decisions; commits to action, even in uncertain situations, to accomplish organizational goals.

  • Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise; employee must obtain and maintain the appropriate security clearance.
  • Employee must within 30-days of assuming this position and by 31 October annually thereafter, file an OGE-450, “Confidential
  • This position has been designated as an acquisition position and is covered by the Acquisition Professional Development Program (APDP). The employee must meet, or be capable of meeting Defense Acquisition Workforce Improvement Act (DAWIA) certification requirements applicable to the career category designated on the position description within 36 months of assignment. This position also requires the employee to engage in acquisition continuous learning activities achieving 80 Continuous Learning points every 24 months.
  • May be required to travel by military or commercial aircraft in the performance of TDY assignments.
