Job Description And Duties

Are you passionate about protecting the environment and helping communities recover from the devastating impacts of wild land fires and other disasters?

Are you ready to take your career to the next level, working with federal, state and local partners while working within a team of emergency recovery professionals responsible for the oversight and direction of contracted crews conducting structural debris and hazard tree removal operations?

If so, CalRecycle is looking for an Analyst II for our Project Management Section!

Under the direction of the Supervisor I, the Analyst II is responsible for independently overseeing all financial and contractual aspects of disaster debris recovery operations. This includes reviewing, auditing, and processing complex invoices; ensuring compliance with contract terms; monitoring budgets at multiple intervals; and supporting the review of emergency recovery contracts to confirm eligibility for state and federal reimbursement. The role requires close coordination with the Contract Manager, Finance Lead, DDRO leadership, and the Incident Management Team to ensure that operational objectives align with financial performance and contractual requirements.

The position also manages comprehensive contract documentation and closeout activities by organizing key financial and contractual records, preparing memorandum and briefing materials, and drafting documentation needed for federal public assistance and project closeout. The incumbent supports contract interpretation ensures stakeholder adherence to contract requirements and collaborates with headquarters staff and external partners to meet cost reporting and reimbursement needs.

A valid California Driver’s License (CDL) is required. Applicants must provide their CDL number, class, expiration date, and any endorsements or restrictions on their application. Failure to maintain a valid CDL will result in disqualification from the position.

Beginning July 1, 2026, CalRecycle staff will be office centered, requiring employees to report to the office at least four days per week. This position may be eligible for hybrid telework under Government Code 14200, subject to the candidate meeting telework eligibility criteria set forth in the CalEPA telework policy and/or future program needs. Employees not residing in California are not eligible for telework. Regardless of telework eligibility, all employees may be required to report to the positions designated headquarter location, as reflected on the duty statement and at their own expense.

Special Requirements

Tier 0 health and safety training. Staff in this position will need to work effectively and cooperatively under stressful conditions and under the pressure of short leave time, work weekends, holidays, extended and rotating shifts (day/night). The ability to travel statewide for extended periods of time on short notice is required.

Field Deployments and travel throughout California on short notice and for long periods of time is required.
