- Serves as the principal management analyst and advisor to the District Commander and DPM on administrative operations, organizational effectiveness, and sensitive command matters affecting a 500-person, $400 million annual program.
- Independently defines analytical objectives, selects methodology, collects and interprets program data, and presents findings with ranked recommendations for command-level decisions.
- Manages Requests for Information (RFIs), synthesizes rapidly evolving operational data, and produces executive situation reports and briefing products supporting real-time command decision-making across the New England footprint.
- Conducts fiscal year (FY) close-out and start-up operations, including analysis of funding balances, resolution of cost discrepancies, and management of more than 60 concurrent labor codes.
- Establishes the administrative baseline — SOPs, correspondence standards, and records management protocols — that division-level admins are expected to follow.
- Formulates, executes, and monitors the Executive Office and General and Administrative operating budget of approximately $1.5 million annually.
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
- This position is considered Key and the essential nature of the position prohibits the position from being vacated during a national emergency or mobilization and cannot be filled by Ready Reservists or military retirees with recall obligations.

Specialized Experience: One year of specialized experience which includes: 1) Provide administrative / management analysis support to senior leaders of an organization; 2) Assist with budget formulation and execution (including tracking operating expenses); AND 3) Review executive correspondence for policy and formatting compliance and recommend revisions.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Specialized Experience: One year of specialized experience which includes: 1) Advise executive-level leadership on administrative operations and organizational structure; 2) Formulate complex operating budgets (e.g., managing multiple labor codes and reconciling accounts) to be executed; AND 3) Provide quality control / clearance on high-visibility publications and Congressional correspondence.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
