General Summary Of Position

Reporting to the Assistant Vice Chancellor of Financial Services, Controller, this position plays a key role in ensuring that procurement and contracting activities comply with university policy, state and federal regulations, and best business practices.

The Manager will collaborate closely with departments across the university and key partners—including the Unified Procurement Services Team (UPST), Office of General Counsel (OGC), University of Massachusetts Building Authority (UMBA), and the President’s Office (UMPO)—to promote effective, compliant, and efficient business processes. This position will also represent the university on committees and initiatives related to procurement, contracting, and business expenses.

Education

Minimum Qualifications (Required):

  • Bachelor’s degree in accounting, Business, Management, Economics, or related field.

Experience

  • Minimum of seven (7) years of professional experience in accounting, contracting, procurement, or related business environment.

Skills

  • Strong negotiation and business analytical skills
  • Ability to apply sound technical expertise and effective negotiation strategies while mitigating risk and recognizing and advancing the University’s business objectives to achieve practical, mutually beneficial outcomes.
  • Knowledge of procurement and contract law.
  • Knowledge of Massachusetts law a plus.
  • Ability to coordinate cross-departmental collaboration and policy implementation.
  • Excellent organizational, analytical, and problem-solving skills.
  • Ability to manage multiple projects in a fast-paced environment.
  • Strong written and verbal communication skills.
  • Proficiency with administrative and financial systems, including Jaggaer (Buyways) and Concur.
  • Commitment to diversity, equity, and inclusion.
  • Strong interpersonal skills with an emphasis on good customer service and attention to detail.

Preferred Qualifications

  • Experience in public higher education.
  • Professional Certification such as Certified Professional Contract Management (CPCM), Certified Professional in Supply Management (CPSM) or equivalent nationally recognized certification
  • Massachusetts Certified Public Purchasing Official (MCPPO) designation.
  • Master’s degree in a related field or Juris Doctor.

Special Instructions To Applicants

This position is full-time, benefited and non-unit in grade P20. Anticipated salary based on experience and other qualifications within the range which has a minimum of $85,689 25th quartile of: $98,542 and midpoint of: $111,396.
