Position Overview/Duties

Serves as a Supervisory Contract Specialist responsible for pre- and post-award functions for procurements across a broad spectrum of Construction, A-E, and Service and Supply contracts.

  • Supervises contracting personnel responsible for planning, awarding, and administering a wide range of complex acquisitions supporting diverse mission areas.
  • Perform supervisory duties of monitoring and assigning workload; approving leave, time and attendance; evaluating performance; interviewing and selecting candidates for vacancies; effecting disciplinary actions; approving and recommending training.
  • Oversees workload management, provides acquisition leadership throughout the procurement life-cycle, and ensures compliance with applicable laws, regulations, and policies.
  • Provide leadership, direction, and technical training to contract specialists in their performance of pre-award, post-award, administration, closeout and contract termination functions.
  • Work within a Project Delivery Team (PDT) to provide sound business advice, and recommend procurement strategies appropriate to the projects.
  • Position requires the ability to obtain, maintain, and exercise a warrant of $50M or greater.

Other Conditions And Requirements

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in the competitive service.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.

Basic Requirement For a Supervisory Contract Specialist

Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.

OR

Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.

Requirements

In addition to meeting the basic requirements above, to qualify for this position you must also meet the qualification requirements listed below:

Specialized Experience: One year of specialized experience which includes performing various types of contracting officer duties, to include developing long-lead acquisitions strategies, awarding contracts, negotiating modifications, reviewing Contracting Officer Representative reports, and surveillance for a contracting organization; developing procurement or contract administration strategies that incorporate necessary staff and/or financial resources; advising leaders on spend analysis and trends in contract administration; and reviewing the work of team members for quality and/or regulatory compliance. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone—no substitution of education for experience is permitted.

  • The incumbent is required to file an OGE Form 450, Financial Disclosure Report, upon entering on duty in this position and annually thereafter.
  • Must have a Contracting Level I Certification.
  • One year trial/probationary period may be required. A one-year Supervisory probationary period may be required.
  • TDY may be required up to 10% of the time.
