Position Overview/Duties
- The US Army Corps of Engineers (USACE) is recruiting for a Contract Specialist in the Contracting Division located in Buffalo, NY and Detroit, MI. The position will serve as a Senior Contract Specialist performing a full range of contract functions encompassing issuing solicitations, evaluating proposals, contract negotiations, execution and administration for complex and technical services and/or Construction and A/E programs.
- Perform detailed analysis of bids and proposals received, ensuring compliance with specifications on advertised procurements.
- Perform cost and price analysis for all negotiations to determine fair and reasonableness of price.
- Utilize innovation for strategic decision-making in the acquisition process.
- Perform contracting functions of higher than usual complexity, such as contracting functions where no contractual precedence exists.

Applicant Qualifications
- Basic Requirement: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. OR You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
- For GS-11: Specialized Experience: One year of specialized experience which includes performing contracting and procurement work such as procuring a wide variety of products and services; administering terms and conditions of contracts; following-up with vendors on delivery, invoicing, and payment; performing price/cost analysis to determine price reasonableness; or similar contracting work. OR A Ph.D in accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. This definition is typical of work performed at the next lower grade/level in the federal service (GS-09).
- For GS-12: Applicants must have at least one year of specialized experience equivalent to the GS-11 level. Specialized experience is defined as performing pre-award functions requiring use of fixed-price, cost-reimbursement, or a combination of contract methods; conducting negotiations during the procurement process; performing post-award functions and price/cost analysis; or similar contracting work.

- One year trial/probationary period may be required.
- Position may require travel up to 15% of duty time.
- Incumbent is required to submit a Confidential Financial Disclosure Report (OGE450) upon entry and annually thereafter.
- Position may require a warrant.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Contracting Certification within 36 months as of entrance on duty.

- This position may be eligible for situational telework only, including emergency and OPM prescribed "Unscheduled Telework".
