Context And Mission
We are seeking a Tenders Officer to join our tenders unit and assist in managing the public procurement records of the Center, focusing on minor contracts. As a Tenders Officer, you will be responsible for preparing and validating procurement documents, coordinating with stakeholders, and providing general support to the purchasing management area. This position offers an opportunity to learn and grow within the field of public procurement.
Key Duties
- Minor contracts' management: prepare and validate procurement documents for minor contracts.
- Coordinate activities related to minor contracting with interested parties.
- Resolution of incidents and issues raised regarding public contracting
- General support of the purchasing management area and reporting of activity indicators
- Publication of minor contracts on the corresponding platforms
- Management of invoices corresponding to minor contracting
- Introduction of invoices and supplier data into SAP
- Prepare and validate all documents related to public procurements, from the justification of the need to proceed with the contracting and drafting of the administrative clauses
- Management and follow-up of invoices related to tenders.
- Elaboration of contracts.
- Legal assistance at the contract tables with voice and vote.
- Review of the legal and administrative documentation provided by the companies participating in the tenders.
- Updating and monitoring of Tenders electronic portal and management of electronic notifications binding.
- Resolution of incidents and issues raised regarding public contracting.
- Registration of credit reserves to cover new contract's costs in SAP B1 system and registration of validity of contracts.
Requirements
Education
- University degree in Law or related field with specialization in Public Law or Public Procurement.
Essential Knowledge and Professional Experience
- 0 - 3 years
Additional Knowledge and Professional Experience
- Knowledge of public procurement will be valued; Law and Regulation of Contracts of Public Administrations.
- Fluency in Spanish, oral and written.
- Knowledge of an ERP system (SAP Business One or similar).
- Advanced level of Microsoft Office (Specially Excel).

Conditions
- The position will be located at BSC within the Management Department

- Duration: Open-ended contract due to technical and scientific activities linked to the project and budget duration
