Overview:
Project Reporting / Change Manager: The Reporting Manager owns the design, production, and distribution of cost, schedule, and executive performance reports across the program. This role turns raw cost, schedule, and risk data from the controls team into polished dashboards, decks, and written reports for project leadership, client/owner stakeholders, and regulatory bodies — ensuring reporting is accurate, consistent, and delivered on schedule.
Reporting Change Analyst: Supports the reporting and change management function through analysis, reporting, administration, and data management. This position maintains change logs and registers, tracks trend data and performance metrics, and produces reports and dashboards.
Salary Range:
Project Reporting / Change Manager: $101,000 - $139,000
Reporting Change Analyst: $83,000 - $114,000
The final offer will be determined based on the successful candidate’s skills, experience, and internal equity considerations. Please note that the offer may fall anywhere within the posted range and is not necessarily at the top end.

Project Reporting/Change Manager:
Accountabilities:
- Develop and maintain the Control Budget/Cost Baseline aligned to the WBS/CBS
- Track committed costs, actual costs, and forecast-to-complete (ETC/EAC)
- Perform Earned Value Management (EVM) analysis and variance reporting (CPI/SPI)
- Manage cost coding structures and ensure alignment with accounting/ERP systems
- Support change management by quantifying cost impacts of scope changes and trends
- Prepare monthly cost reports, cash flow forecasts, and contingency drawdown analysis
- Collaborate with estimators on conceptual and detailed cost estimates
- Support audits and ensure compliance with owner/client financial reporting standards
Qualifications:
- Bachelor's degree in Civil Engineering, Quantity Surveying, Construction Management, Finance, or related field or an equivalent combination of education and experience.
- AACE Certified Cost Professional (CCP) or Certified Estimating Professional (CEP) (preferred)
- Experience with Cost management, Estimating, Scheduling, Reporting/BI and/or ERP Accounting Interface software.
- Strong financial acumen combined with construction/infrastructure cost knowledge
- Precision and accuracy in cost forecasting and variance analysis
- Skilled at translating raw cost data into forecasts leadership can act on
- Solid understanding of contract commercial terms (unit price, lump sum, cost-reimbursable)
- Effective collaborator with schedulers, estimators, and project accountants
- High attention to detail with strong audit and compliance awareness
Reporting Change Analyst:
Accountabilities:
- Prepare weekly, monthly, and quarterly project controls reports and compile, validate, and analyze schedule, cost, risk, and change information.
- Develop, monitor and maintain project dashboards and performance metrics.
- Support administration of the project change control process.
- Maintain and track change logs, registers, and approval documentation.
- Review and reconcile project controls data for completeness, accuracy, and consistency.
- Support development of reporting standards and templates.
- Maintain project reporting databases and dashboards.
- Support Power BI, Excel, and project controls reporting systems.
- Assist with implementation and enhancement of project controls tools and processes.
- Generate ad hoc reports and analyses as required.
Qualifications:
- Bachelor's degree or diploma in Civil Engineering, Quantity Surveying, Construction Management, Finance, or related field or an equivalent combination of education and experience.
- Demonstrated relevant experience in project controls, project reporting, project management, construction management, or capital project delivery.
- Experience supporting large infrastructure, transportation, utilities, public sector, or industrial projects is considered an asset.
- Experience working with project controls systems and reporting frameworks preferred.
- Advanced Microsoft Excel skills and experience with Power BI or similar business intelligence tools.
- Understanding of project controls disciplines, including cost, schedule, risk, and change management.
