Position Summary

Perform a wide variety of professional duties to administer Impact Fees; estimate and collect impact fees for parks, recreation, public safety, roadway, drainage, and trail and open space facilities in accordance with the applicable ordinances; maintain records and reporting in compliance with ordinances and state law; develop and maintain impact fee computerized tracking system; review and approve impact fee credits and refunds from recipient departments; manage, track and maintain impact fee and financial records for impact fee refunds and creditable improvements; present recommended revisions to ordinances as appropriated to City Administration, staff and City Council.

Essential And Supplemental Functions

ESSENTIAL FUNCTIONS: Essentialfunctions may include, but are not limited to the functions listed below. Mustbe able to perform the essential functions of the job with or without areasonable accommodation.

  • Administer, interpret, enforce, and collect fees under the Impact Fee Ordinances, including but not limited to tracking of financial records, fees collected, and monitoring disbursement of construction projects.
  • Review and approve impact fee credits, refunds and updates from recipient departments.
  • Develop and maintain impact fee computerized tracking system; prepare analytical and statistical reports on operations and activities.
  • Provide technical assistance and advice to departments related to accounting and receiving impact fee funds.
  • Monitor, develop and maintain policies and procedures to implement Impact Fee Ordinances.
  • Assist applicants with fee calculations from standard tables and/or independent calculations.
  • Determine amount of impervious surface areas with respect to storm drainage Impact Fee Ordinance.
  • Determine the building size on the site to establish the public safety impact fee, the parks, recreation, trails and open space impact fee and roadway impact fee.
  • Perform plan checking activities; examine construction plans and proposals for determining the amounts of impact fees; approve plans as needed.
  • Perform on-site inspections for compliance with approved plans, specifications and standards; provide information to contractors and architects in the interpretation of Impact Fee Ordinances and Regulations.
  • Represent City in appeals of impact fee determinations; testify in court on behalf of the City regarding impact fees and related issues.
  • Respond to requests and inquiries from the general public regarding assessment and collection of impact fees.
  • Attend and participate in professional group meetings; stay abreast of new trends in the field of plans examination and ordinance compliance.
  • Establish and maintain a system of log sheets and files to track current status of projects
  • Create and maintain a City website for impact fees; provide up to date information as needed.

Supplemental Functions

  • Respond to the media, community groups and the general public regarding impact fees.
  • Perform related duties and responsibilities as required.

Minimum Education, Experience And Additional Requirements

Education and experience directly related to the minimum requirements below may be interchangeable on a year for year basis.

Bachelor's degree in civil engineering, construction management, architecture, urban/regional planning, business administration, finance, accounting, public administration, economics, or related field and;

Six (6) years of professional/managerial experience in construction management and;

To include three (3) years of direct supervisory experience in a management and/or administrative capacity.

Experience in estimating and determining infrastructure improvement costs within public right-of-way preferred.

Additional Requirements

Possession of a New Mexico Driver's License (Class D), or the ability to obtain by date of hire.

Possession of a City Operator's Permit (COP) within six (6) months from date of hire.

Environmental

Office and field environment; travel from site to site.

Physical

Essential and supplemental functions may require maintaining physical condition necessary for sitting, walking or standing for prolonged periods of time.
