Role Purpose
The successful person will play a critical role in ensuring seamless and compliant import and export operations. He/she will take ownership of customs activities in Vietnam, with a strong focus on customs liquidation reporting, material flow analysis, customs compliance and risk management.
Beyond day-to-day customs operations, the person will contribute to strengthening customs governance across Asia. Working closely with Logistics, Supply Chain, Finance, Operations and regional/global stakeholders, he/she will provide expert guidance, improve processes and controls, and ensure the organization remains fully compliant while supporting efficient international trade and business growth.
Major Responsibilities
- Take ownership of customs liquidation reports, performing in-depth analysis of material flows from incoming goods through production and ultimately to export customers, ensuring accuracy, completeness and compliance.
- Manage and oversee import and export customs activities in Vietnam, ensuring full compliance with applicable customs laws, regulations, procedures and internal policies.
- Establish, review and continuously improve customs policies, procedures and internal controls, while providing strategic oversight and governance of customs compliance across Asia.
- Advise management and key stakeholders on customs risks, duty and tax exposure, trade compliance implications and appropriate controls arising from business decisions, supply chain changes and operational activities.
- Ensure effective governance of customs classification, valuation, country of origin, Free Trade Agreement (FTA) utilization, customs licensing, permits, certificates of origin and post-clearance obligations.
- Monitor customs compliance performance, risk indicators and audit findings; lead corrective and preventive actions and support post-clearance audits and engagements with customs authorities.
- Provide customs expertise, guidance and training to local and regional teams, including onboarding and refresher training, while building strong awareness and accountability for customs compliance.
- Collaborate with regional and global stakeholders to align customs strategies, processes and best practices, while acting as a regional subject matter expert and supporting the Southeast Asia Customs Compliance organization.
- Relevant Experience: Customs Specialist – minimum 5 years' experience in a similar role, including at least 3 years of hands-on experience with customs liquidation reports. Senior Customs Specialist – minimum 7 years' experience, including at least 5 years with customs liquidation reports.
- Bachelor's degree or higher in Logistics, Import-Export, International Trade Management or a related discipline.
- Business-fluent English with strong written and spoken communication skills; able to work effectively with regional and global stakeholders.
- Strong expertise in customs liquidation reporting and material flow analysis, with the ability to trace and reconcile materials from inbound receipt through production and final export to customers.
- Solid knowledge of import and export customs regulations and practices across Asia, with hands-on experience in Vietnam or another key Asian market; experience with Export Processing Zones (EPZs) and manufacturing-for-export environments is highly advantageous.
- Practical experience with electronic customs systems, particularly VNACCS/VCIS or comparable national customs platforms, together with a strong understanding of customs clearance, licensing, permits, documentation and post-clearance requirements.
- Good understanding of country-of-origin rules, FTAs and regional trade agreements, as well as the customs and operational requirements of shipping lines, ports and relevant government authorities.
- Strong data analysis and systems capability, including ERP systems and their integration with customs, logistics and material flows; advanced Microsoft Excel and Microsoft Office skills. Experience in an electronics manufacturing environment or trade compliance information systems is a strong advantage.
