Summary

THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a ITSPEC (DATAMGT), Position Description Number T5237P02 and is part of the CO JFHQ, National Guard. The purpose of this position is to serve as the technical expert and project leader for database administration in the state.

Duties

  • Incumbent serves as the organization's senior database representative at state and NGB/agency meetings and seminars designed to arrive at solutions to mutual database application problems encountered and to provide knowledge and information concerning emerging technologies. Reviews existing and anticipated future database systems including current automated systems, current data shortcomings, data requirements of the organization/function, the intricacies and provisions of available standardized systems, special organizational/functional data requirements/situations that don't conform to the provisions of existing standardized systems, and higher authority database system plans. Assigns studies or portions of studies and program development to team members or analysts hired under contract. Technically reviews completed work projects and provides technical assistance and guidance as required. Using software-engineering techniques, designs new applications that enhance existing systems. Closely coordinates with the applications' owning agency personnel to ensure NGB and state compatibility and to recommend priorities for systems development and implementation. Serves as the technical expert for the definition and allocation of storage capacity requirements for the design of RDBMS. Serves as the reviewing authority for the development and documentation of internal Standard Operating Procedures (SOPs) for RDBMS development. Performs other duties as assigned.

Qualifications

Experience working with or knowledge in a wide range of standards, principles, concepts, methods, policies, system testing principles and methods, and authorized system approaches pertinent to database management. 2. Experience working with or knowledge in state-of-the-art information technologies pertaining to data management and knowledge of the characteristics of the organizations existing data requirements, new or changed data needs, and sources of data to conduct studies covering a myriad of interrelated data management considerations. 3 Experience working with or knowledge in IT resources and infrastructure including automated systems, IT equipment and software, system technology, provisions and requirements of a variety of standardized administrative and technical database systems. 4. Experience working with or knowledge in the structures, functions, work processes/programs of the organization, as well as a high degree of analytical ability to gather, assemble and analyze facts, draw conclusions and devise solutions to problems which will increase the effectiveness of business processes.

Education cannot be substituted for Specialized Experience for this position.

This must be accompanied by copies of appropriate documentation, such as the notification letter of ineligibility for military or NG membership (through no fault of their own), and proof of at least 15 years of technician service and a minimum of 20 years of service creditable for non-regular retirement. For Priority Placement Program (PPP) DoD Military Reserve (MR) and National Guard (NG) Preference Eligible Technicians Receiving Disability Retirement: The applicant MUST submit a copy of the "Military Reserve and National Guard Technician Disability PPP Self-Certification Checklist." This must be accompanied by appropriate documentation, such as the notification letter stating ineligibility for Reserve membership due to a service-connected disability. For Priority Placement Program (PPP) DoD Military Spouse Preference (MSP) Eligible: The applicant MUST include a copy of the "Military Spouse PPP Self-Certification Checklist" along with the documents identified in the vacancy announcement to verify eligibility for MSP. For Priority Placement Program (PPP) DoD Retained Grade Preference Eligible: The applicant MUST submit a copy of the "Retained Grade PPP Self-Certification Checklist." This must be accompanied by appropriate documentation, such as a RIF change-to-lower-grade notice and an SF-50 reflecting the RIF change to a lower grade. Failure to submit the required documentation will result in the applicant not being considered for the application-based PPP. While you are still considered as a normal applicant, you will not be considered for the Priority Placement Program.
