- The Marine Manager will establish & maintain business relationships with all clients and employees within a diverse working environment to effectively accomplish a common organisation goal. This responsibility is specifically to deliver cost-effective, timely, and high-quality service to meet the contractual requirements of the Company.
- The Marine Manger is responsible for the technical performance of all vessels under Maritime Solutions management, management of vessel dockings, builds, modifications, and the development of technical project solutions.
- To ensure fleet vessels are fit for purpose and fully operational to meet contractual obligations and customer requirements.
- To manage the Mooring (shore and seagoing), Pilot Boats, and Tugs Department to ensure contractual obligations and customer requirements are met.
- Developing vessel programs to ensure the use of individual assets are optimized to gain efficiencies in crewing and top-side maintenance.
- To ensure staff are appropriately trained and qualified for the vessel areas they will be required to operate in.
- To monitor and maintain survey and certification requirements to meet regulations and insurance requirements.
- To maintain and develop company operational procedures.
- To manage Incident reports.
- To liaison with clients regarding operational matters.
- To assist in projects as required including build and modification programs, dry dockings, new installations, conversions, etc.
- Manage Technical to ensure highest possible uptime for the assets at the same time ensuring up to date maintenance with the highest quality standard.
- Work with the Technical team to ensure effective, economical and high standard docking of the assets from time to time.
- Work with the Technical team to develop budgets for every year and ensure effective cost expenditure in line with the approved budget
- Manage technical team’s input on new projects, tenders, contract renewals for projects, and presentation for final sign-off on technical costs for such projects
- To develop and recommend technical solution strategies in consultation with General Manager - UAE Ports.
- To identify and assess vessels (existing vessels or new designs) for suitability to customer/ DPWM requirements.
- To develop specifications for shipyard appraisal and quote for vessel builds, modifications, and dockings.
- To identify and recommend shipyard options for execution of technical solution.
- To develop and manage relationships with potential subcontractors and suppliers.
- To prepare documentation and conduct briefings to achieve any necessary internal approvals.
- To undertake project risk assessments.
Technical Management/ Execution
- To manage and/or prepare final specification package for firm shipyard pricing and time commitment.
- To develop comprehensive budgets and plans for project execution and manage project in accordance with approved plans.
- To select shipyard to satisfy both P&OML and the customer’s requirements.
- To supervise technical solution delivery process (both on-site and remotely) in accordance with approved solution parameters.
- To ensure applicable regulatory authority approvals (both class and safety authority) are obtained at relevant times in the implementation process.
- To manage project resources to effectively deliver required project outcomes.
- To pro-actively communicate with General Manager UAE Ports the work/project status, emergent issues, and drive the project team to provide necessary inputs and adhere to project milestones.
- To develop and manage relationship with client including establishment of client reporting framework.
- To undertake post-project execution assessment to determine lessons learned and opportunities for improvement.
- To ensure that all goods requisitioned for fleet vessels are sourced in a timely and cost-effective manner, as much as possible, through approved suppliers.
- To investigate process and procedure to obtain group purchasing arrangements across the company.
- To authorize expenses within authority limits.
- To monitor & report financial variances against budgets.
- To manage costs within budget and continuously implement efficiency improvements.
- To develop performance management plan aligned with company goals and identify training and development needs.
- To lead and manage personnel to ensure BU goals are achieved and services are provided in an effective and timely manner.
- To regularly meet with the personnel to foster sound employer/employee relationships through regular transfer of information.
- To regularly monitor and assess performance of personnel to provide constructive feedback and improve job performance.
- To promote an environment of co-operation for continual improvement of team performance.
- To develop and promote an “All of One Team” ethic within P&O Maritime Logistics staff.
- To resolve or refer employee grievances and complaints in line with company grievance and complaint handling procedures, to minimise negative effects on employees and the organisation’s operations.
- To manage fleet vessels in order that they are manned in accordance with statutory, class, and operational requirements.
- To ensure all staff rosters are adhered to.
- To manage emerging employee issues (individuals or groups) in consultation with departmental Manager through to resolution.
- To resolve industrial relations matters and to build effective relationships between management and staff.
- To manage leave liabilities to acceptable levels as determined by Company.
- To work with HR & Crewing Management on recruitment of staff in accordance with policies and procedures.
- Take appropriate action to respond to issues identified from Safety Meeting minutes and incident reports and to co-ordinate investigations and/or action required by management.
- Ensure fleet vessels are operated to and comply with Company health, safety, environment and quality standards and processes.
- Monitor the use and compliance with company Safety Environment and Quality Management System of subordinate staff with health and safety policies and procedures to maintain a safe working environment.
- Ensure all incident reports are addressed and closed out including maintaining the register and coordinating any investigation and/or action required.
- Ensure compliance with statutory requirements by monitoring the survey status of vessels and maintaining survey records.
- Take corrective action to remedy safety hazards or risks and restore a safe working environment.
- To assist other departments as needed.
- To always follow company HSSEQ rules and regulations and report any observed anomalies.
- To be able to respond to an emergency 24/7.
- To provide duty relief for other operation managers as required.
- Any other task assigned by the Line Manager in line with the primary objective of the role.
- Master STCW 2010 Certificate of Competency - Class 1, with deep sea sailing experience of at least 3 years with Technical Experience OR Technical certification as a Engineer with operations experience in Tugs would also be accepted.
- Substantial experience in port marine operations in a shore-based management role for at least 10 years.
- Substantial experience in the operational management of vessels as fleet manager or other senior position.
- Substantial experience 5y+ in technical management of vessels as a fleet manager or similar senior position
- Demonstrated experience of vessel acquisition programs.
- Demonstrated knowledge of Quality and Safety Management systems, particularly those related to the shipping industry (ISM).
- Good verbal and written English communication skills.
- Full proficiency in MS Office (Excel, Word, PowerPoint, Outlook) is essential.
- Broad maritime industry experience, with relevant shore based management experience
