TotalEnergies Renewables is looking for a Package Contract Administrator (BOP) in Almaty, Kazakhstan.
Job holder is responsible for supporting the Procurement and Logistics manager in ensuring the effective operation of the contracts, procurement and logistics functions as well as the BOP Package Manager (Contract Holder) in post-award contract management of the BOP Package ensuring compliance with Company established procedures and policies and contract terms protecting Company’s interests.
Key Responsibilities
Contract Administration & Compliance
- Verify that the BoP Contract is executed strictly in accordance with contractual terms, procedures, and project governance.
- Maintain all contractual documentation including correspondence, notices, logs, checklists, and filing.
- Ensure timely issuance of contractual notices and formal letters.
- Monitor and expedite Contractor mobilization in line with contractual obligations.
- Ensure all contractual guarantees, insurances, and bonds are received, valid, and renewed.
Claims, Variations and Contractual Risk Management
- Review Change Requests submitted by the BoP Contractor.
- Prepare Change Orders and Amendments as per company procedures.
- Coordinate technical and commercial validation of variations.
- Review, analyze, and recommend Company strategy on claims.
- Prepare counterclaims or Company positions when required.
- Maintain documentation to support claim resolution.
Contractual Support to Project & Site Teams
- Provide day‑to‑day contractual guidance for Project Management team.
- Ensure project and site teams understand contractual obligations.
- Review monthly payment applications in line with contractual milestones.
- Verify invoices, progress and milestone achievement.
- Work closely with Project Control Team for preparation and submission of Value of Work Done, Monthly Accruals, Cash Call Reports
- Contract Monitoring & Reporting
- Track all contractual obligations, deadlines, and securities.
- Maintain updated logs including correspondence, claims, changes, and risks.
- Prepare contractual status reports for management.
Pre-award
- Ensure procurement activities comply with internal procedures, ethical standards, and applicable regulations.
- Support Procurement & Logistics Manager in preparing/maintenance of the Procurement Plan.
- Manage end-to-end procurement cycle: Requisition review, RFQ issuance, bid evaluation, Recommendation to Award, and Contracts award.
- Negotiate with suppliers to achieve best value in terms of cost, quality, delivery, and potential risks.
- Conduct Technical and Commercial evaluations, issue evaluation reports, and submit them to the Project Management Team for review and approval.
- Prepare, finalize, and issue Contracts and Purchase Orders.
- Report issues of non-compliance to Head of Procurement and Supply Chain and Procurement & Logistics Manager when their own intervention has not resulted in the necessary improvements.
- Evaluates service quality of service provided, follow up with contractors on outcomes of service.
Logistics supervision
- Monitor and coordinate the delivery of materials procured/supplier by the EPC Contractor to ensure compliance with project schedules and contractual requirements.
- Track shipment status (manufacturing, dispatch, transit, customs clearance, and site delivery) and identify potential delays or risks.
- Interface with the EPC Contractor, suppliers, and international freight forward companies to ensure timely and efficient transportation and delivery of materials.
- Monitor delivery to site, including offloading and handover, and ensure materials are delivered in good condition and as per specifications.
Prepare and submit weekly logistics status to Procurement & Logistics manager, including updates of shipment progress, potential risks and delays
Requirements:
- Qualified Contract Engineer with Degree in Economics, Law or Engineering
- Experience with EPC/EPCIC/Construction contracts, strong knowledge in construction and proven experience in contract management of large-scale projects (Renewables preferrable, Oil&Gas, Petrochemical).
- Professional experience: 10 years with min 5 years of experience in similar position in international environment.
- Knowledge of Contract development and management in a project environment, in an international and local context
- Strong Negotiations skills.
- Previous experience with Chinese Contractors is desirable.
- Previous experience within TotalEnergies is an advantage.
- Leadership skills to manage time and priorities with the project team with all stakeholders.
- Problem Solving and Planning / organizing / coordinating / controlling.
- Fluent English language, knowledge of Chinese is advantage.
