Play a central role in modernizing the California Department of Motor Vehicle's most critical enterprise systems. You’ll oversee essential RTC operations, strengthen security through proactive assessments, and support upgrades that keep high‑volume services running smoothly. This position blends hands‑on engineering with cross‑team collaboration, Agile/DevOps practices, and legacy‑to‑cloud transformation. Ideal candidates excel at integration, clear communication, and building stable, secure, future‑ready platforms.
What You’ll Do
- Lead IBM Mainframe operations within the DMV/OTECH data center, including system upgrades, performance monitoring, and sustainability validation.
- Maintain and support the RTC framework, including troubleshooting escalated issues, optimizing performance, and overseeing recovery and backup strategies.
- Optimize DMV application services and system components to ensure high performance and stability.
- Perform programming, testing, troubleshooting, and interface management for RTC functions and related applications.
- Develop and maintain security solutions, ensure compliance across IT systems, and support the IT Contingency Planning Program through impact analysis, recovery planning, and ongoing security assessments.
- Conduct vulnerability and risk assessments, recommending technical solutions to strengthen system security.
- Participate in enterprise architecture and system integration efforts, including requirements analysis, modernization initiatives, and technology upgrades.
- Provide training and documentation for maintaining DMV application environments and associated technical components.
- Engage effectively with internal and external stakeholders through clear, concise, and professional communication.
Desirable Qualifications
- Degree in Information Technology, Computer Science, or a closely related field.
- Knowledge and experience in COBOL programming, DB2, JCL, CICS, and Changeman
- Knowledge of IBM Mainframe systems
- Knowledge and experience in Assembler (plus)
- Knowledge and experience in IBM MQ (plus)
- Experience with Agile development, DevOps practices, CI/CD, and cloud deployment.
- Hands-on expertise in Salesforce (Apex, LWC, OmniStudio) or MuleSoft (API‑led design, Anypoint Studio, RAML/OAS).
- Strong understanding of Salesforce or MuleSoft product lifecycles and release processes.
- Ability to evaluate backlogs, identify technical risks, and define mitigation strategies.
- Skilled in translating complex business requirements into clear user stories and technical specifications.
- Experience validating solutions through technical research and performance/usability analysis.
- Proven ability to communicate technical concepts clearly to diverse audiences.
- Effective collaborator with cross-functional teams across architecture, security, QA, and vendor groups.
- Experience designing or consuming secure APIs using OAuth, SSO, or JWT.
- Background in legacy modernization, mainframe environments, or high‑volume systems.
- Knowledge of system monitoring, logging, error handling, and performance tuning.
- Familiarity with Git, Azure DevOps, Copado, Gearset, Jenkins, GitLab, Postman, or Anypoint Monitoring.
- Relevant Salesforce or MuleSoft certifications preferred.
- Experience providing technical leadership, mentorship, and code review guidance.
