Duties

  • The Director, Infrastructure & Operations Services serves as a senior executive responsible for the strategic direction, governance, and performance of the FAA's enterprise IT infrastructure. The Director ensures continuity, reliability, scalability, and security of mission-critical IT services supporting more than 50,000 users across 1,000+ FAA facilities. The Director provides executive oversight for the FAA's operational IT environments, including the National Airspace System (NAS) network, Research & Development and Mission Support networks, on-premises datacenters, national co-location facilities, and the FAA's cloud ecosystem. The role includes stewardship of more than 80,000 IT assets essential to aviation safety and enterprise operations. Reporting to the Deputy Chief Information Officer, the Director collaborates with senior leaders across the FAA, DOT, and partner agencies to advance modernization, strengthen resilience, and align infrastructure capabilities with national aviation priorities. The Director manages an annual budget exceeding $20 million and leads a workforce of more than 115 personnel, including subordinate managers and senior technical experts. The Director leads a 24x7x365 operational enterprise, ensuring rapid response to critical incidents and operational disruptions. The position requires expert knowledge of federal IT policies, enterprise operational frameworks, and performance metrics, along with the ability to navigate complex stakeholder environments and lead integrated IT management strategies. Principal Duties and Responsibilities: Provides executive direction for FAA technology and infrastructure networks, ensuring integrity, resilience, and operational continuity. Leads enterprise efforts to protect critical systems and rapidly restore operations following outages or cyber events. Ensures delivery of effective, efficient, and secure 24x7x365 back-end IT services that support reliable, scalable, and high-performing infrastructure. Serves as principal advisor to the FAA CIO and Deputy CIO on operational effectiveness, technical integrity, and strategic direction of enterprise IT infrastructure. Provides executive leadership for AIT's enterprise architecture and engineering organizations and oversees the FAA's Enterprise Operations Center. Leads IT service delivery programs, including change and configuration management, deployment services, and resource management across network, hardware, and software environments. Oversees network operations, Trusted Internet Connections, authentication services, network performance, account provisioning, and identity/access governance. Directs cloud and hosting services, including management of the FAA Cloud Services enterprise contract and operational oversight of cloud and on premises hosting environments. Leads enterprise IT product and service management, including productivity tools, endpoint lifecycle management, and oversight of client computing devices and mobile technologies.

Qualifications

MANDATORY TECHNICAL REQUIREMENTS (TRs): TR 1: Demonstrated executive-level experience leading enterprise scale, mission-critical IT infrastructure and operations including 24x7x365 environments while directing enterprise technology strategy, modernization, cybersecurity integration, resilience engineering, cloud and hosting services, and complex IT portfolios, collaborating across senior-level stakeholders to maintain safe, secure, reliable operational systems. TR 2: Demonstrated experience ensuring the technical and operational integrity of an organization's large, complex IT infrastructure, including monitoring and re-establishing IT operations when a detrimental event or outage occurs. EXECUTIVE LEADERSHIP DIMENSIONS (ELDs) ELD 1: Commitment to the Rule of Law and the Principles of the American Founding - This ELD requires a demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people. ELD 2: Driving Efficiency -This ELD involves the demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades. ELD 3: Merit and Competence - This ELD involves the demonstrated knowledge, ability, and technical competence to effectively and reliably produce work that is of exceptional quality. ELD 4: Leading People - This ELD involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable. ELD 5: Achieving Results - This ELD involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors. Note: Applicants who are current Officers or Executives (EV-1 or EV-2 level) of the FAA Executive System (FAAES), Career Senior Executive Service (SES), individuals certified through successful completion of an OPM-approved SES Candidate Development Program (SESCDP), or those with Career SES reinstatement eligibility are not required to address the Executive Leadership Dimensions (ELDs). Such applicants must provide documentation verifying eligibility for noncompetitive appointment to the FAAES (e.g., SF-50, or certification from OPM's SES Qualifications Review Board (QRB).
