Job Summary
We are looking for a talented Developer Support Specialist to design, build, and modernize enterprise web applications for a federal government IT program supporting the U.S. Army Corps of Engineers (USACE), Walla Walla District. You will work within a DevSecOps/Agile framework to refactor legacy applications, maintain RMF cybersecurity compliance, and support the sustained availability and modernization of mission-critical government applications.
Key Responsibilities
- Design, develop, and maintain enterprise web applications for a federal government client, including modernization of legacy Classic ASP modules to .NET Core MVC
- Work within a DevSecOps/Agile framework across the full SDLC, including two-week sprint cycles
- Build and maintain front-end and back-end components in C# and JavaScript, connected to an Oracle 19c database
- Perform code reviews, security scans, and vulnerability remediation (ACAS/SCAP), importing results into DISA STIG Viewer and eMASS
- Develop, update, and maintain RMF authorization package documentation (SSP, COOP, IRP, System Design Documents) and manage the system authorization boundary
- Develop and manage Plan of Actions & Milestones (POA&M) for identified vulnerabilities, meeting required remediation timelines
- Support migration of applications to the USACE CWBI Cloud environment, including deployment via hardened images and microservices where feasible
- Support inventory, documentation, and governance of AI/ML systems and datasets in accordance with DoD principles
- Develop and maintain DoDAF-compliant System Architecture Diagrams and technical documentation
- Participate in requirements analysis, sprint planning, and professional demonstrations of releases to Government stakeholders
- U.S. Citizenship required
- Minimum active Tier 1 (or higher) federal background investigation, favorably adjudicated, prior to start
- Bachelor's degree in Computer Science, Software Engineering, or related field (or equivalent experience)
- Minimum 5 years of full-stack or application development experience
- Proficiency in C# and JavaScript, with experience in .NET Core MVC
- Experience modernizing legacy code (e.g., Classic ASP) to modern frameworks
- Expert knowledge of Oracle database administration, tuning, and complex query development
- Working knowledge of Agile/DevSecOps methodologies
- Familiarity with secure coding practices and DoD Security Technical Implementation Guides (STIGs)
- Demonstrated experience with RMF authorization packages and the eMASS system
- Experience with cloud architecture and migration, preferably within AWS GovCloud
- Federal government or DoD application development background
- Experience implementing or documenting AI/ML solutions under DoD governance frameworks
- Experience with GitHub Enterprise and modern DevSecOps toolchains
- CompTIA Security+ or DoD-approved equivalent required within six (6) months of contract start, per DoD Manual 8140.03
