About the organisation

The Foreign Investors Council under the President of the Republic of Uzbekistan (FIC), supported by the European Bank for Reconstruction and Development (EBRD), is the principal platform for dialogue between the Government of Uzbekistan and foreign investors on improving the country’s investment climate. The Secretariat coordinates the Council’s work plan, its working groups with international companies and institutions, and the preparation of materials for senior government leadership.

The role

This is a senior coordination position, not an entry-level role. The Programme Coordinator works directly with ministries, international financial institutions, and senior representatives of foreign companies, and is expected to operate independently at that level from day one. A substantial part of the work is legal in nature: investor proposals developed in the Council’s working groups must ultimately be converted into properly drafted legal and regulatory documents (draft laws, decrees, resolutions), which requires first-hand knowledge of how government bodies work from the inside.

Key responsibilities

  • Coordinate the implementation of the FIC work plan, including its financial, administrative, and technical aspects
  • Organise Council sessions, working group meetings, and high-level consultations with government bodies and investors
  • Draft reports, policy proposals, meeting minutes, and briefing materials in English, Russian, and Uzbek
  • Convert working group proposals into legally sound documents: draft normative legal acts, amendments, and regulatory impact justifications, and steer them through inter-agency review
  • Manage the recruitment and coordination of consultants and experts
  • Track commitments and action items across working groups and ensure timely delivery

Minimum qualifications (hard requirements)

Applications that do not meet ALL of the following will be automatically declined:

  • At least 5 years of full-time professional experience
  • At least 3 years of experience working within a government body of the Republic of Uzbekistan — as a staff member of a ministry, state agency, or other public institution, with first-hand knowledge of internal government procedures, document flow, and inter-agency coordination (external consulting for government bodies does not qualify)
  • Legal background: a university degree in law, OR at least 3 years of professional legal experience (drafting legislation, regulatory acts, or legal analysis)
  • Full professional proficiency in Uzbek, Russian, and English (working documents are produced in all three languages)
  • Currently based in Tashkent, or able to relocate at your own initiative; the role is fully on-site

Desirable

  • Experience drafting or reviewing normative legal acts that were subsequently adopted
  • Experience engaging with international financial institutions (EBRD, IFC, ADB, World Bank) or donor-funded projects
  • Strong understanding of Uzbekistan’s investment climate and economic reform agenda
  • Experience organising high-level events involving ministers and senior executives
