The Assistant City Manager (ACM) provides high-level leadership and strategic counsel to

the City Manager, serving as a vital link between the City Council's vision and operational

execution. The ACM is responsible for empowering department heads to reach performance

benchmarks, ensuring rigorous fiscal and administrative accountability, and spearheading

complex, high-priority initiatives. This role requires a sophisticated ability to navigate the

competing interests of community stakeholders while maintaining a commitment to

organizational excellence and sustainable municipal growth.

In this role, the Assistant City Manager will oversee a strategic executive portfolio that

includes the Asheville Fire Department, the Asheville Police Department, Communication

and Public Engagement (CAPE), IT Services, and Human Relations and Anti-Discrimination.

Qualifications & Requirements

  • Education: Bachelor's degree in Public Administration or a closely related field from an accredited institution (Master of Public Administration I MPA preferred).
  • Experience: 1O+ years of progressively responsible leadership in local government management.
  • Track Record: Demonstrated success in operational oversight, team leadership, and high-level strategic decision-making.
  • Experience leading Public Safety departments preferred.
  • Residency: Must maintain a primary residence within Buncombe County, North Carolina, throughout employment.

The City of Asheville recognizes that complex local government operations require strong political leadership, policy development, a relentless focus on execution of strategies and results, a commitment to transparent and ethical government, and a strategy for representing and engaging every segment of the community. Operating under the council-manager form of local government, the Asheville City Council consists of a mayor and six council members who serve as the policy-making and legislative authority for the city. The City Council is elected on a nonpartisan basis. Council members serve four-year staggered terms. The Mayor is elected to serve a four-year team. The Council is responsible for establishing a vision for the city, adopting the budget, and levying a property tax on both real and personal properties located within its boundaries. The Council also appoints the city manager, city attorney, and city clerk.
