Role Overview

The Chief Executive Officer (CEO) provides overall strategic, financial, and operational leadership for the Group’s construction and contracting businesses. The CEO is responsible for defining and executing the Group’s long-term strategy, driving sustainable growth and profitability, ensuring operational excellence, and maximizing return on investment while upholding the highest standards of governance, safety, and ethical conduct.

This role requires a commercially astute, results-driven leader with deep expertise in construction and contracting, a strong track record in managing large-scale, multi-billion portfolios, and the ability to lead complex, multi-disciplinary organizations in dynamic market environments.

Key Responsibilities

Strategic Leadership & Vision

• Define, articulate, and execute the Group’s long-term strategic vision aligned with shareholder objectives and market opportunities.
• Drive growth through diversification, geographic expansion, new market entry, and strategic partnerships.
• Shape and communicate a clear and compelling vision that inspires employees and aligns with organizational values.

Financial Performance & Commercial Management

• Lead overall financial performance, including revenue growth, cost control, profitability, cash flow, and capital investments.
• Oversee budgeting, forecasting, and performance monitoring to ensure optimal return on investment.
• Lead commercial strategy, including major contract negotiations, claims management, risk mitigation, and value engineering.
• Drive cost optimization initiatives across projects and corporate functions.

Operational Excellence & Project Oversight

• Provide executive oversight of all construction and contracting operations to ensure timely delivery, quality standards, safety compliance, and profitability.
• Champion continuous improvement initiatives to enhance efficiency, productivity, and execution speed.
• Ensure effective coordination and synergy across business units, subsidiaries, joint ventures, and project teams.
• Support and lead HSE initiatives, participate in safety awareness programs, and ensure compliance with IMS and company safety policies.

Business Development & Market Leadership

• Identify, evaluate, and capitalize on new business opportunities, major tenders, and strategic alliances.
• Spearhead mergers, acquisitions, and other strategic initiatives to expand the Group’s footprint and market share.
• Strengthen the Group’s reputation as a preferred and trusted contractor in the region.

Governance, Risk & Compliance

• Ensure full compliance with legal, regulatory, ethical, and corporate governance standards.
• Oversee enterprise risk management, contingency planning, and project risk mitigation.
• Uphold quality standards and ensure robust reporting, controls, and performance governance frameworks.

Stakeholder & Industry Representation

• Act as the principal representative of the Group with clients, investors, government authorities, consultants, partners, and industry bodies.
• Build and maintain strong, long-term relationships with key stakeholders and community leaders.
• Represent the Group in public, industry, and professional forums to enhance brand and market positioning.

Leadership, Culture & Talent Development

• Build, lead, and mentor a high-performing executive leadership team.
• Foster a culture of accountability, collaboration, customer-centricity, innovation, and continuous improvement.
• Promote resilience, agility, and speed of execution across the organization.

Technology & Systems Enablement

• Drive the adoption of new technologies, digital tools, and innovative solutions to improve operational efficiency and competitive advantage.
• Oversee the effective use of ERP systems (preferably SAP) and data-driven performance management tools.

Qualifications & Experience

• Proven experience as a CEO, Managing Director, COO or General Manager within a large construction or contracting organization.
• Minimum 20 years of total professional experience, including at least 15 years in senior management or leadership roles.
• Strong experience managing large-scale, complex construction projects and multi-billion portfolios.
• GCC experience is mandatory.
• Graduation / Post Graduation in Civil Engineering.
• Demonstrated expertise in financial, commercial, contractual, and operational management within the contracting industry.
• Strong understanding of corporate governance, risk management, and performance management frameworks.
• Excellent communication, negotiation, and public representation skills.
