Job Summary
NEXIEN Inc is seeking a Lead Telecommunications Infrastructure Design Engineer & Code Specialist to head the engineering and code compliance efforts for a fiber optic infrastructure project connecting ~90 buildings for 'Project A' in Pine Bluff, AR. Operating under the client, NEXIEN is executing the full telecommunications network architecture, fiber optic routing, manhole/handhole design, underground duct bank layout, and building entrance pathways. The Lead Design Engineer will serve as the technical authority responsible for creating code-compliant fiber network designs tailored to State of Arkansas codes and industry standards. This role requires extensive coordination with the prime EPC contractor’s civil, architectural, mechanical, and electrical engineering teams to eliminate design conflicts and secure all formal engineering approvals.
Responsibilities
- Network Design & Engineering: Lead complete OSP/ISP fiber optic network engineering design, including cable routing, underground conduit pathways, manhole/handhole sizing, building penetration details, and network topology for ~90 facility buildings.
- Code Compliance & Regulatory Standards: Ensure all network designs, single-line diagrams, and technical specifications strictly comply with State of Arkansas building/electrical codes, NEC, NESC, NFPA, and BICSI standards.
- EPC Cross-Discipline Coordination: Collaborate directly with EPC civil, structural, architectural (CSA), mechanical, and electrical (MEP) design teams to resolve spatial/structural interfaces and harmonize telecommunication routes with other site utilities.
- Permitting & Submittal Preparation: Prepare complete engineering submittal packages, technical specifications, Bill of Materials (BOM), and permit documentation required for formal sign-off by the client, the prime EPC, and local authorities.
- Design Approval & Review: Lead technical design clarification meetings, respond to RFIs, resolve technical comments from EPC engineers, and secure final design approvals.
Qualifications:
- Bachelor’s degree in Electrical Engineering, Telecommunications Engineering, Network Infrastructure, or a related discipline.
- 10+ years of technical experience in OSP/ISP fiber optic network design, engineering, and code compliance for complex industrial, defense, or utility projects.
- Registered Communications Distribution Designer (RCDD) certification is required
- Deep technical expertise in fiber optic architecture, underground duct bank profiles, manhole engineering, OTDR calculations, and entrance facility design.
- Comprehensive knowledge of State of Arkansas building codes, National Electrical Code (NEC), National Electrical Safety Code (NESC), and ANSI/TIA/BICSI standards.
- Proficiency in AutoCAD, Revit (BIM), GIS mapping software, and optical network design applications.
