Position Overview/Duties:

  • INTRODUCTION: Serves as an Information Systems Administrator for the District’s 23 Locks and Dams and 16 Flood Risk Management facilities. Provides technical expertise on system operations, hardware, a wide variety of pc/server applications and programs for Operational Technology (OT). OT Systems include Supervisor Control and Data Acquisition (SCADA) Systems, Security Systems, Building Automation Systems, Industrial Control Systems, PLC Systems, and Video Systems
  • POSITION: IT SPECIALIST (NETWORK/INFOSEC) GS-2210-12
  • PERIOD OF ASSIGNMENT: PERMANENT
  • DESCRIPTION OF ASSIGNMENT/DUTIES:
    • Applies knowledge of computer systems, networking, application software, proprietary devices, and cyber-security methods and SCADA required from higher headquarters command, policies, and procedures to automate key processes and to manage systems operations.
    • Maintains complex automated data processing and networking systems which provide decision-making information. Analyzes and evaluates the nature and scope of computer networks and the work to be automated and makes recommendations to determine the need for system development, modification and redesign.
    • Supports proprietary and industry specific devices associated with OT at multiple local field locations within the Pittsburgh District. Installs, stabilizes, and manages network system software.
    • Supports networking equipment and infrastructure over complete life cycle to include setup/configuration, application software installation and assistance, troubleshooting and maintenance for a variety of administrative systems on OT across the Pittsburgh District via local travel. Maintains knowledge of network architectures, hardware and software capabilities and configurations.
    • Maintains Information System Security Standards in accordance with the Federal Information Security Management Act (FISMA), DoD, Department of Army, USACE, and District regulations and Policies.

  • APPLICABILITY/AREA OF CONSIDERATION: This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in the competitive service.

  • APPLICANT QUALIFICATIONS:
    • Experience Requirement: I have one year of specialized experience equivalent to the GS-11 grade level in the Federal service which include: (1) Maintain networking equipment such as Ethernet switches, routers, or firewalls; (2) Maintain and/or install operating systems such as Unix, Linux and Windows, or experience with any proprietary operating systems; (3) Install application software such as Microsoft products, databases, or PLC programming software; (4) Apply cyber security methods to computer systems, computer networks, application software, proprietary devices, Industrial Control Systems, Electronic Security Systems, or any IT related technology; (5) experience with Operational Technology such as Industrial Control Systems, Electronic Security Systems, PLC systems, Industrial Control Processors, Supervisor Control and Data Acquisition (SCADA) Systems, databases, Human Machine Interfaces (HMI) and other IT related technology used to control devices and equipment; (6) Experience with communication protocols such as Modbus TCP and Ethernet /IP, or other communication protocols
    • This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

  • CONDITIONS OF EMPLOYMENT:
    • One-year probationary period may be required.
