Summary
This position is part of the Department of Energy's Office of Intelligence and Counterintelligence. Counterintelligence in Cyberspace are measures to identify, penetrate, or neutralize foreign operations that use cyber means as the primary tradecraft methodology, as well as foreign intelligence service collection efforts that use traditional methods to gauge cyber capabilities and intentions.
Duties
- This is an Excepted Service position. This appointment will not confer Competitive Service career-conditional or career tenure status. This means that if you are selected, you would have to compete with other applicants in open competition to meet requirements for another Federal position, unless you meet the requirements for reinstatement. Applicants who voluntarily convert from the competitive service, Senior Executive Service, or other pay systems to a non-time limited appointment under this excepted service authority are not afforded "fallback rights" to the pay system previously assigned prior to conversion. As an Information Technology Specialist , you will: Independently provide authoritative technical guidance, technology solutions, and strategic recommendations to DOE senior leadership. Overseeing IT professionals, steering project progress, managing distributed workforces, and directing specialized working groups. Plan, design, develop, test, and integrate complex network architectures, systems technologies, database structures, and cloud-based applications. Stay up to date on high-level cybersecurity awareness, ensuring rigorous compliance of systems and enterprise application developments Manage enterprise application development boards, formulate technical policy and planning parameters, and draft authoritative organizational directives, regulations, and reports. Coordinate with DOE offices, federal agencies, and national laboratories ON negotiating technical solutions and presenting program briefings to justify major expenditures.
Qualifications
BASIC REQUIREMENT: For IT positions individuals must have IT-related experience demonstrating each of the four competencies listed below: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. AND SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-13 in the Federal service. Specialized experience for this position is defined as meeting 2 of the following 3: Managing the planning, funding and delivery of multi-Information Technology application development portfolios or technical programs across a large organization or enterprise. Creating and maintaining Information Technology standards, secure coding practices, and date management guidelines to support consistent operations and ensure compliance with regulatory requirements. Providing technical advice, representing the organization in discussions with external partners and executives, negotiating technology-related agreements, supporting significant resource decisions, and guiding enterprise technology strategy. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Limit your resume to no more than two (2) pages.
