The California Lottery is a multi-billion-dollar enterprise headquartered in Sacramento. It is one of the few state agencies that is a revenue generator, not accepting taxpayer dollars from the state’s general fund. Our mission is to provide supplemental funding to California schools while simultaneously supporting local communities. Ninety-five cents of every dollar spent by players goes back to local communities in the form of contributions to public schools and colleges, prizes and retailer compensation.


In fiscal year 2022-23, the California Lottery generated sales of approximately $9.2 billion with over $2.2 billion earned for California public schools. Lottery products are sold at more than 23,000 retail locations throughout the state. Product offerings include an average of 52 fun and entertaining Scratchers games and several draw games such as Powerball, Mega Millions, and SuperLotto Plus and daily games such as Fantasy 5 and Hot Spot.


Job Description and Duties:

Under general direction of the Information Technology Services Division (ITSD) Business Process Automation Services (BPAS), Information Technology Manager I, the Senior Software Developer & Administrator works in support of the California State Lottery’s (Lottery) BPAS Unit. This includes the planning, development, implementation, maintenance, and support activities for the Lottery’s enterprise information technology (IT) operations and software systems to meet critical business objectives. The duties for this position are focused in the Client Services, Software Engineering, IT Project Management, and System Engineering domains; however, work may be assigned in other domains as needed.

This position is headquartered at the Sacramento HQ and is eligible for a hybrid telework schedule. Employees must be able to report to their assigned headquarters office as assigned. Travel expense to and from the assigned headquarters are the responsibility of the employee. Eligibility for telework requires the employee to reside in California per California Government Code Section 14200 which states: “telecommuting means the partial or total substitution of computers or telecommunication technologies, or both, for the commute to work by employees residing in California."


Effective July 1, 2025, specific Bargaining Units and associated Excluded State employees are subject to a salary reduction between 2% - 4.62% in exchange for hours for Personal Leave hours each month. Working Conditions:

The Senior Software Developer & Administrator will work in a fast-paced environment, with competing priorities, and critical deliverables.


  1. Schedule: This position supports the Lottery during normal business hours from 8:00 a.m. to 5:00 p.m. Weekends, long and/or irregular hours, after-hours work, and holiday work may be required.
  2. Travel: Statewide overnight travel may be required.
  3. Other. This position will be required to carry a Lottery issued cell phone. This position will be required to be reachable outside of normal business hours.


Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:


  • Extensive experience in Information Technology Service Management (ITSM) tool/platform development & administration and ITIL knowledge.
  • Extensive knowledge of HTML, CSS, JavaScript, Responsive Design, and Front-End Frameworks: (e.g., React, Vue, Angular, etc.).
  • Proficient in backend scripting languages and experience with web services, API integrations, and data imports/exports, SQL.
  • Experience developing/configuring ServiceNow scripts, catalog items, workflows, notifications, dashboards, and workspaces for ITSM, ITOM, ITAM, CMDB, HRSD modules.
  • Experience with quality assurance methodology, creating test plans and test cases for all levels of testers.
  • Experience with information technology projects, requirements, and test management tools and use project tools such as Azure DevOps.
  • Experience developing quality documentation that clearly articulates solutions such as software specifications and user manuals.
  • Experience providing information technology consultation in support of business programs including creation and analysis of business requirements, processes, procedures, standards and guidelines.
  • Ability to research and find answers to complex technical issues and exercise a high degree of initiative and independence.
  • Strong communication, analytical, organizational, interpersonal skills as well as the ability to mentor junior staff.
