About the Role:

The Programmer/IT Manager Job Description codes and programs VESTA and Sage, ensuring compliance with HUD requirements in addition to any other customer requirements. Secondarily, they manage all PCL hardware and software implementations.


Some of the things you’ll do: Programming - Approximately 80% of the job position.

  • Develop and maintain web and database code in VESTA and Sage (data entry, review pages, dashboards, reports).
  • Develop and maintain Windows and Mac desktop applications which transform and analyze HMIS data.
  • Create, test, maintain existing web (.NET) and database (SQL Server) functions, procedures, & complex reports.
  • Create and manage CSV and XML imports and exports in VESTA and Sage to exchange data with other local and national systems.
  • Manage SQL Server databases for optimal performance.
  • Maintain virtual machines, hardware and software of VESTA and Sage servers.
  • Represent PCL as HMIS vendor on national work with the HMIS Data Lab and other vendors.
  • Develop and maintain custom time tracking/billing system (SESAME).
  • Actively seek creative ways to improve PCL’s software products.


Secondary responsibilities: Technology Management - Approximately 20% of the job position.

  • Manage all hardware/software used by PCL staff.
  • Maintain/troubleshoot performance of all computers and servers as needed.
  • Build and maintain local hardware and servers.
  • Build, implement, and manage various cloud solutions in Microsoft Azure including virtual machines and SQL Server instances.
  • Ensure all the necessary software is up to date and functions properly.
  • Ensure performance of ongoing maintenance for all security/malware/anti-virus utilities.
  • Maintain inventory of all PCL technology (hardware and software) items (including hardware items available for distribution to customer agencies).
  • Ensure connectivity for PCL staff mobile technology to PCL network.
  • Manage cloud licenses (Microsoft Office, Adobe Acrobat, etc.).
  • Manage cloud email (Microsoft Exchange).
  • Manage active directory domain.
  • Manage telephone system.

Additional responsibilities:

  • Perform detailed technical testing of complex functionality.
  • Support the implementation of cybersecurity best practices across technology projects, ensuring secure architecture, compliance with industry standards, and effective risk mitigation strategies.
  • Provide level two support to PCL staff or customers on complex data issues.
  • Work with customers and Partnership Center staff of varying degrees of technical knowledge. regarding reporting, data, or general application functions in our applications.
  • Recommend upgrade/replacement of technology to CIO as needed.
  • Participate in regular staff standup meetings (M, W) and specific team meetings.
  • Other related duties as negotiated to meet the ongoing needs of the organization.


We’re looking for someone who has:

  • 2 years of experience in Microsoft ASP.NET (VB and C#).
  • Experience in JavaScript, CSS, jQuery and other standard web coding technologies.
  • Experience integrating charting libraries to custom applications.
  • 2 years of experience in coding and database administration of Microsoft SQL Server, including:

Writing and updating advanced stored procedures and user-defined functions.

Writing one-time scripts for data conversions.

Debugging and updating existing code.

Performance monitoring and troubleshooting.

  • Experience managing Windows-based virtual servers with Hyper-V and clustering.
  • Experience creating and managing Microsoft Azure Windows virtual machines and SQL Server instances.
  • Foundational knowledge of cybersecurity principles and practices, with familiarity in areas such as secure coding, basic threat detection, and vulnerability management.
  • Ability to work and communicate effectively with people of different technical skill sets ranging from social workers to other programmers.
  • Must be flexible, able to handle multiple projects simultaneously, and self-motivated.


What will set you apart:

  • Advanced training and degree in information technology or computer science.
  • Applied Analytical experience.
  • Knowledge of or experience working with people experiencing homelessness, social services, or related fields.
  • An interest in addressing homelessness and improving outcomes for individuals and families experiencing homelessness.
  • Familiarity with the challenges and needs of people experiencing homelessness and how technology can be leveraged to improve service delivery and management.


Working Conditions:

The standard work hours for this full-time position are 9am – 5pm ET but some weekend or nights may be necessary for deployments and system maintenance. This position requires the use of computers or screens for extended periods of time. The role is typically sedentary, involving long periods of sitting and typing. Occasionally moderate physical tasks, such as moving computers or other items up to 50lbs.
