Summary
This position is located in the Department of Homeland Security (DHS), Office of Intelligence & Analysis (I&A). The primary purpose of this position is to perform work exhibiting the expertise necessary to conduct financial management, resources analyses, and budget planning, execution, monitoring, and justification activities to support customer requirements. Non-BU: This is a non-bargaining unit position.
Duties
- As a Budget Analyst (Formulation), GS-0560-11/12/13, your typical work assignments may include: Gathers, extracts, reviews, verifies, and consolidates a variety of narrative information and statistical data needed in the formulation and presentation of budget requests (e.g., estimates of the funding needs of subordinate organizational components). Retrieving and reviewing easily obtained historical data, and using predetermined formulas, prepares estimates of future requirements for a specific operating program or small stable organization. Reviews OMB requirements and guidelines in order to develop, to prepare segments of schedules for inclusion in the President's Budget. Supports efforts to respond to requests for budget information by DHS, OMB, Congressional staff members and other high-ranking individuals by preparing professional briefing materials for distribution to senior leadership, OMB, ODNI, and Congress. Communicates with internal and external stakeholders to inform budget formulation activities to include funding levels, program changes, OMB guidance, and justifications. Reviews and edits budget requests and justifications submitted by program managers for adequacy, consistency with overall budget plans, and conformance with Department of Homeland Security, the Office of Director of National Intelligence, Treasury, OMB, and Congressional requirements. Analyzes estimates for assigned organization(s) and/or the overall budget or major segments to identify imbalances among program areas, eliminate duplication of program functions, and reconcile estimates with current and anticipated funding levels. Changes or recommendations to proposed estimates that are inconsistent with or conflict with regulatory guidelines and policy objectives. Qualifications
GS-11 Level: You qualify at the GS-11 grade level if you possess one of the following: Specialized experience, equivalent to the GS-09 grade level in the Federal government, or equivalent private/public sector experience. For this position, specialized experience is defined as: Developing and formulating assigned segments of the program/budget request for the coming fiscal year and succeeding years; Preparing a variety of reports covering the status of funds, expenses, and obligations; Understanding of the budgetary policies, precedents, goals, objectives, regulations, and guidelines of the agency or component, organization or program assigned.; -OR- A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. A combination of successfully completed graduate level education and specialized experience as described above that, when combined, equal 100% of the total requirement. This will be calculated using your resume and unofficial transcripts or a list of courses/course hours submitted with your application. NOTE: Only graduate education in excess of the first two years may be used to qualify for the GS-11 level. You must submit a copy of your transcripts for review. GS-12 Level: Specialized Experience: You qualify for the GS-12 grade level if you possess the specialized experience, equivalent to the GS-11 grade level in the Federal government, or equivalent private/public sector experience. For this position, specialized experience is defined as: Projecting and analyzing the potential effects of budgetary actions on program viability and the attainment of program objectives; Providing long-range analysis of the potential effects of budgetary actions on national economic, social, and political objectives; Providing recommendations for improvements in order to meet program objectives. Substitution of education in lieu of specialized experience may not be used for this grade level. GS-13 Level: Specialized Experience: You qualify for the GS-13 grade level if you possess the specialized experience, equivalent to the GS-12 grade level in the Federal government, or equivalent private/public sector experience. For this position, specialized experience is defined as: Assessing the impact of new and revised congressional legislation on the formulation and execution of assigned program budgets; Analyzing and evaluating continual changes in program plans and funding and their effect on financial and budget program milestones; Advising program managers and other interested parties on the status and availability of funds in different budget accounts; Developing recommends and implements budgetary policies affecting the financing and accomplishment of major national programs. Substitution of education in lieu of specialized experience may not be used for this grade level.
