Government Liaison & Stakeholder Management
- Act as the primary interface between the project and government authorities.
- Establish and maintain professional relationships with relevant ministries and authorities.
- Coordinate official correspondence with government entities.
- Attend government meetings and represent the project when required.
- Facilitate inspections, approvals, and regulatory reviews.
Relevant authorities may include:
- Ministry of Human Resources and Social Development (MHRSD)
- General Directorate of Passports (Jawazat)
- Ministry of Interior
- Ministry of Foreign Affairs
- Municipal Authorities
- Civil Defense
- Chamber of Commerce
- ZATCA
- Saudi Electricity Regulatory Authorities
- Environmental Authorities
2. Workforce Mobilization & Immigration
- Process employment visas for expatriate personnel.
- Coordinate work permits, residence permits (Iqama), exit/re-entry visas, and visit visas.
- Manage employee sponsorship transfers.
- Monitor visa expiry dates and renewal requirements.
- Support mobilization and demobilization of project personnel.
- Ensure compliance with Saudization requirements and labor regulations.
3. Regulatory Compliance
- Ensure project compliance with all applicable Saudi laws and regulations.
- Maintain records of statutory permits, licenses, and approvals.
- Monitor regulatory changes affecting project execution.
- Coordinate periodic government compliance inspections.
- Support audits conducted by regulatory authorities.
4. Permit & License Management
Coordinate and maintain:
- Commercial Registration (CR)
- Municipal Licenses
- Civil Defense Permits
- Site Access Permits
- Vehicle Registrations
- Equipment Certifications
- Temporary Construction Permits
- Utility Connection Approvals
- Environmental Permits
- Worker Accommodation Approvals
Maintain an updated permit tracker and proactively initiate renewals before expiry.
5. Labor Relations Administration
- Support onboarding and registration of project employees.
- Coordinate labor office requirements.
- Assist with employment contract administration where required.
- Facilitate medical insurance registrations.
- Coordinate employee documentation with HR and P&C teams.
- Support compliance with labor regulations and workforce reporting requirements.
6. Site Administration Support
- Support project administration activities.
- Coordinate transportation-related permits and registrations.
- Assist management in arranging official government visits.
- Manage official document attestation and notarization.
- Coordinate translation of official Arabic documents when required.
7. Reporting & Documentation
Maintain and issue periodic reports covering:
- Visa Status
- Iqama Status
- Permit Tracker
- License Renewal Schedule
- Government Correspondence Log
- Compliance Monitoring Reports
- Saudization Status Reports
Ensure all records are traceable, auditable, and properly archived.
Qualifications
- Diploma or Bachelor's Degree in:
- Business Administration
- Public Administration
- Human Resources
- Law
- Government Relations
- Equivalent discipline
Experience
- 5+ years of experience in Government Relations.
- At least 3 years supporting major construction or industrial projects.
- Experience dealing with Saudi governmental authorities.
- Prior experience on power, oil & gas, petrochemical, infrastructure, or EPC projects is preferred.
Preferred
- Experience on large-scale CCGT, Power Generation, or Infrastructure Projects.
- Familiarity with Saudi labor and immigration regulations.
- Experience managing 1,000+ site workforce mobilization activities.
