CHA Consulting, Inc. is currently seeking a Water Infrastructure Business Development Lead (Texas) to lead strategic growth and expand our market presence across Texas. In this senior‑level role, you will help expand CHA’s presence across land development, water, wastewater, and stormwater markets by building trusted client relationships, shaping pursuits, and positioning multidisciplinary teams to deliver critical infrastructure programs that safeguard public health and the environment.
What You'll Do
- Lead strategic growth efforts across the Water market, strengthening CHA’s visibility and competitive position across utilities and public sectors
- Develop and execute targeted sales strategies aligned with organizational business goals and water market priorities
- Identify, pursue, and cultivate new business opportunities across utilities, land development, municipalities, regional authorities, and water ‑ focused public agencies
- Manage client database (CRM), generate leads, and follow up to maintain a strong and sustainable opportunity pipeline
- Develop compelling content for proposals, conferences, social media, and water-focused marketing initiatives
- Represent CHA at water industry conferences and events, building lasting relationships with utility leaders, executives, and technical decision-makers
- Collaborate with CHA leadership teams to support proposal development and strategic pursuit decisions
- Provide market updates, sales forecasts, and strategic insights to senior leadership to inform growth planning
- Bachelor’s degree or equivalent combination of education and experience required
- Minimum of 10 years of experience in project management, technical leadership, and business development with proven success as a leader required
- Technically astute with the ability to position teams and pursuits for strong technical execution, financial performance, and sustained client satisfaction
- Demonstrated ability to develop and sustain long ‑ term client relationships
- Exceptional communication skills—persuasive, engaging, and effective across all audiences
- Strong analytical and strategic mindset with the ability to identify market trends and growth opportunities
- Ability to work independently, exercise sound judgment, and balance multiple priorities
- Commitment to continuous improvement, innovation, and advancing CHA’s vision
- Ability to inspire, motivate, and build relationships across the company, including with C-suite executives, procurement teams, and engineering leaders
- Professional technical licensure or equivalent professional experience preferred
- Play a key role in advancing land development, water, wastewater, and stormwater solutions that protect public health and support sustainable infrastructure
- Collaborate with multidisciplinary experts delivering planning, design, construction, and compliance services across the full water lifecycle
- Influence pursuits and programs that help communities manage aging systems, address regulatory challenges, and build long ‑ term resiliency
Salary Range
$150,000 - $200,000
Salary is based on a variety of factors, including, but not limited to, qualifications, experience, education, licenses, specialty, training, and fair market evaluation based on industry standards.
