Do you enjoy working in a dynamic environment where you can apply your critical thinking and play a pivotal role in supporting and maturing the department's critical enterprise planning and strategic programs? We are seeking a self-motivated, highly organized, highly analytical individual to join our enterprise planning team who is an engaging communicator and presenter, providing leadership and coordination of these programs.

Under the general direction of the unit supervisor, the incumbent will work independently and with other internal team members as a consultant and subject matter experts to lead and manage the Enterprise Risk Management, Strategic Plan, Business Planning, and Enterprise Project Portfolio programs. The incumbent will also support the manager of the Performance Management program and related key performance indicator processes, tools, and reports. The incumbent will develop expert knowledge of the department’s plans, and strategies to fulfill the responsibilities and deliverables related to enterprise planning and strategic programs. The incumbent will collaborate and supporting senior management and executives, including the Governance Council (GC).

Additionally, the incumbent will be a supportive team member, placing high value on the team’s success, be self-motivated to quickly learn existing workloads and to contribute to our continual effort to mature and market our services to the enterprise, and be flexible and able to adapt to changing priorities.

  • Excellent analytical skills with demonstrated ability to think logically and creatively, research issues, and make recommendations
  • Demonstrated high degree of initiative, independence of action and originality, tact, and sound judgment while keeping the best interests of the State and of the Department
  • Ability to develop and conduct face-to-face and virtual presentations to small and large audiences, including senior leadership, with little guidance
  • Experience in leading and facilitating planning sessions, and presenting to all levels of staff including senior management and executives
  • Knowledge of applying Strengths, Weaknesses, Opportunities, and Threats (SWOT) in planning sessions
  • Knowledge of Franchise Tax Board's (FTB) organization, business program areas, operations, and systems
  • Knowledge of risk management, project portfolio management, strategic planning, and business planning activities
  • Knowledge of performance management and key performance indicator reports
  • Knowledge of Franchise Tax Board’s Strategic Plan
  • Knowledge of State policies and procedures for risk management and strategic planning
  • Demonstrated skills of strong time management and organization with ability to manage multiple priorities, produce quality work, and meet deadlines
  • Demonstrated excellent skills in collaboration and customer service skills which foster positive relationships
  • Ability to work independently and in a team environment, be self-directed and work well under minimal supervision
  • Experience working on cross-functional teams
  • Demonstrated ability to apply strong written and verbal communication skills
  • Demonstrated strong attention to detail
  • Highly proficient experience with Microsoft tools such as Word, Excel, PowerPoint, Visio, SharePoint, OneNote, MS Teams
