National Crop Insurance Services, Inc. (NCIS) is a non-profit service organization whose membership includes all approved insurance providers (AIP) who participate in the federal crop insurance program administered by USDA’s Risk Management Agency (RMA). NCIS is seeking to fill a full-time position in the role of Crop Insurance Application Developer Analyst.

SUMMARY: The Crop Insurance Application Developer Analyst will develop, maintain, test, and support computer programs, databases, and the Crop-Hail processing system. Key responsibilities include improving legacy code, automating reporting, analyzing data, gathering user requirements, troubleshooting issues, documenting systems, and training users.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

• Maintain systems that allow members to submit Crop-Hail data into the statistical environment.
• Support Crop-Hail processing infrastructure, including State Closings, Statistical Summary programs and actuarial reports and resources.
• Upgrade legacy code to current programming technologies.
• Develop automated tools that integrate multiple reporting and processing functions.
• Create ad hoc reports using statistical data.
• Evaluate user requests for new or modified programs or databases, including feasibility, timing, and system compatibility.
• Consult with users to understand procedures, clarify objectives, and define requirements.
• Plan, design, code, test, debug, document, implement, and monitor programs.
• Work with technical staff on needed network, software, database, and application components.
• Prepare flowcharts, diagrams, specifications, user manuals, and technical documentation.
• Troubleshoot program issues, correct errors, support users, provide training, and monitor application performance after implementation.

EDUCATION and/or EXPERIENCE

Bachelor’s degree (B. A.) in Computer Science or equivalent; plus three to five years related experience and/or training; or equivalent combination of education and experience.

This role requires the ability to work with computer software including: Microsoft Office, Windows 2011, Visual Studio C#, SAS, Visio and SQL Server.

Must have demonstrated ability to quickly adapt to and learn new technologies.

PREFERRED EXPERIENCE

• Familiarity with Crop-Hail and/or Multiple Peril crop insurance.
• Experience with database and system design tools.

OTHER SKILLS and ABILITIES:

• Ability to write reports, business correspondence and procedure manuals.
• Ability to effectively present information and respond to questions from groups of managers, clients, and customers.
• Ability to apply advanced mathematical concepts such as exponents, logarithms, quadratic equations, and permutations
• Ability to define problems, collect data, establish facts and draw valid conclusions.

WORK ENVIRONMENT: NCIS is located in Overland Park, KS and is observing a hybrid model with a minimum of ten scheduled days in the office per month. This consists of a rotating schedule of Wednesday-Thursday in office days followed by Tuesday-Thursday in office days.
