The Opportunity

The Project Controls & Systems Lead is responsible for defining, implementing, and maintaining how PiPiper’s projects, controls, systems, and operational processes function across the Fibre Network programme.

The role owns the controls framework, systems architecture, governance processes, and operational standards, not the day-to-day project delivery activities.

The role acts as PiPiper’s subject matter expert for project controls, management systems, reporting structures, governance workflows, and operational processes. This includes ownership of system implementation, process development, reporting standards, data structures, and project controls frameworks across the business.

The role supports a GIS-centric delivery model where network, construction, commercial, and operational data are controlled through integrated systems and workflows. This includes integration of GIS-driven design, construction, asset, and operational data environments across the project lifecycle.

The role is client-side and non-managerial, focused on establishing clear, scalable, and auditable systems and ways of working that provide reliable visibility of cost, programme, risk, performance, and operational delivery.

What You'll Do

Project Controls and Governance Framework

• Define and implement project controls for scope, schedule, cost, risk, change, and performance management.
• Establish baseline controls, governance structures, and performance measurement criteria.
• Ensure controls align with contractual, operational, governance, and assurance requirements.
• Maintain consistency of controls and governance processes across all projects and delivery teams.

Systems Implementation and Administration

• Lead implementation and ongoing development of PiPiper’s management systems and controls environment.
• Configure and maintain project control, reporting, document management, workflow, and operational systems.
• Ensure systems are integrated, scalable, and aligned with business operations.
• Define system structures, permissions, workflows, and governance controls.

GIS and Operational Data Integration

• Support integration of GIS systems into project controls, reporting, delivery, and operational workflows.
• Ensure field delivery, construction, network, commercial, and asset data operate within consistent and controlled system structures.
• Support development of GIS-linked workflows for design, construction, handover, and operational records management.
• Ensure operational data structures support traceability, reporting, auditability, and long-term asset management.
• Work closely with the Fibre Network Lead to ensure alignment between network records, operational systems, and project controls environments.

Business Processes and Operational Workflows

• Develop and maintain operational processes, workflows, and procedures for how PiPiper functions across delivery, governance, reporting, and controls.
• Define standard operating procedures, approval workflows, and reporting structures.
• Ensure processes are practical, controlled, scalable, and consistently applied across the business.
• Support onboarding and adoption of systems and operational processes across delivery teams.

Planning, Cost and Performance Controls

• Define programme structures, reporting hierarchies, and performance tracking methods.
• Establish cost control structures, reporting cycles, and forecasting methodologies.
• Ensure consistent reporting of programme, cost, risk, and performance information across projects.

Reporting and Information Management

• Develop standard reporting templates, dashboards, and management information outputs.
• Define reporting cadence, governance requirements, and information structures.
• Ensure reporting is accurate, consistent, auditable, and focused on decision-making.
• Monitor data quality, reporting compliance, and information integrity across systems.

Assurance and Continuous Improvement

• Monitor compliance with agreed systems, controls, workflows, and governance processes.
• Identify gaps, inefficiencies, or weaknesses in systems and operational controls.
• Recommend and implement improvements as the business and delivery programme evolves.
• Support internal audits, governance reviews, and operational assurance activities where required.

What You'll Bring

• Strong experience in project controls, operational systems, or programme governance roles.
• Proven capability implementing and managing project controls systems and operational workflows.
• Experience developing business processes, governance structures, and reporting frameworks.
• Good understanding of GIS-driven infrastructure delivery and operational data environments.
• Experience working with integrated project, asset, or geospatial data systems within utilities, telecoms, or infrastructure delivery.
• Strong understanding of programme, cost, risk, and performance reporting.
• Comfortable operating as a subject matter expert without line authority.
• Strong analytical, organisational, and problem-solving capability.
• Detail-focused, structured, and confident challenging inconsistent processes or poor-quality data.
