Key Responsibilities

  • Analyze permitting, licensing, inspection, citation, enforcement, case management, and fiscal workflows across MCS and OSHA.
  • Gather, analyze, document, and validate business and functional requirements for system enhancements and workflows.
  • Develop process maps, workflow diagrams, data flow diagrams, and define key data elements and system relationships.
  • Collaborate with internal staff, inspectors, administrators, contractors, employers, and external stakeholders to identify requirements and improve business processes.
  • Translate complex business requirements into clear documentation for developers, vendors, and leadership.
  • Develop and execute test plans, support Quality Assurance (QA), User Acceptance Testing (UAT), and validate system functionality.
  • Track work requests, configuration changes, defect tickets, and support implementation and go-live readiness activities.
  • Assist with user training, training materials, user guides, and change management initiatives.
  • Support data migration, system integrations, reporting, dashboards, and validation of legacy systems.
  • Recommend process improvements, automation opportunities, and interim procedures to support the DIR modernization initiative.



Required Qualification

  • sExperience in business process analysis within regulatory, compliance, permitting, licensing, or inspection-driven environments
  • .Experience supporting software implementation projects, preferably within public sector or regulatory agencies
  • .Strong business requirements gathering, workflow modeling, process documentation, and analytical skills
  • .Experience with testing, Quality Assurance (QA), User Acceptance Testing (UAT), and system validation
  • .Excellent stakeholder engagement, communication, problem-solving, and documentation skills
  • .Ability to analyze complex business processes, interpret policies and regulations, and recommend effective solutions

Preferred Qualificatio

  • nsExperience supporting complex system integrations, including payment and plan review system
  • s.Background working with Mechanical, OSHA, or other safety-related regulatory program
  • s.Knowledge of government fiscal processes, fines and penalties, licensing, and enforcement workflow
  • s.Lean Six Sigma Green Belt certification preferre
