Job Summary
We are seeking an experienced Application Analyst - Enterprise Integrations (Oracle OCI / CC&B) to support the Detroit Water & Sewerage Department (DWSD) in analyzing, designing, configuring, implementing, integrating, and supporting enterprise applications and business systems. The selected candidate will collaborate with business stakeholders to define business requirements, resolve application and system issues, enhance enterprise applications, develop integrations, perform software testing, and improve business workflows across critical utility systems. The role requires expertise in Oracle Cloud Infrastructure (OCI), Oracle Utilities CC&B, enterprise application integration, software quality assurance, API development, and production support while ensuring scalable, secure, and reliable enterprise solutions.
Key Responsibilities
Meet with internal customers to define business requirements, application objectives, and system goals.
Analyze existing applications and business processes to identify opportunities for improvement.
Design, configure, implement, and maintain enterprise applications and system integrations.
Develop and support application integrations using Oracle Cloud Infrastructure (OCI), Oracle Utilities CC&B, enQuesta, CityWorks, APIs, middleware, and web services.
Develop and maintain applications, stored procedures, APIs, and web services using common programming languages.
Assist in the deployment of new enterprise applications and enhancements to existing systems.
Develop application prototypes and mockups to validate functional requirements.
Perform software configuration, application enhancements, troubleshooting, and production support.
Coordinate and perform unit testing, system testing, integration testing, and User Acceptance Testing (UAT).
Develop and execute test cases for software integrations and application upgrades.
Conduct quality assurance activities to ensure software reliability, usability, and maintainability.
Document business workflows, application processes, and technical specifications.
Recommend workflow improvements, automation opportunities, and technology enhancements.
Conduct cost-benefit and return-on-investment (ROI) analyses for proposed application improvements.
Identify application dependencies, technical risks, and recommend mitigation strategies.
Provide end-user training, knowledge transfer, and technical documentation.
Collaborate with cross-functional teams throughout the software development lifecycle.
Support production deployments, application upgrades, and post-implementation activities.
Provide after-hours support for priority production issues as required.
Technical Requirements
Minimum eight (8) years of progressive experience in enterprise application analysis, integration, and support.
Strong experience with Oracle Cloud Infrastructure (OCI).
Experience with Oracle Utilities Customer Care & Billing (CC&B).
Experience supporting enQuesta Customer Information System.
Experience supporting CityWorks Work Order Management System.
Strong knowledge of enterprise application integration and middleware technologies.
Experience developing RESTful APIs, Web Services, and Stored Procedures.
Proficiency in Java, Python, SQL, and relational database development.
Experience with enterprise application configuration, deployment, and production support.
Experience with software quality assurance, integration testing, and User Acceptance Testing.
Experience documenting business workflows and technical processes.
Knowledge of CI/CD pipelines and cloud-native application development.
Strong analytical, troubleshooting, and problem-solving skills.
Excellent written, verbal, and interpersonal communication skills.
Education & Experience
Bachelor's degree from an accredited college or university in Computer Science, Information Systems, Engineering, Business, or another related scientific or technical discipline.
Master's degree preferred.
Minimum eight (8) years of progressive professional experience as a Computer Specialist, Information Systems Analyst, Applications Analyst, or related technical role.
Experience supporting enterprise applications, system integrations, software testing, and business process improvement.
Utility, public-sector, or municipal IT experience is preferred.
