Summary
You will serve as a Security Specialist at the GG-11 grade level performing duties as Communications Security Specialist, Alternate Key Management Infrastructure Operating Administrative Manager (KOAM) and Alternate Communications Security (COMSEC) Management under Hopper N-63 Cybersecurity Operations Division Head.
Duties
- You will analyze, contribute and provide feedback to the Commanding Officer and supervisor regarding areas of responsibilities.
- You will assist in preparing and conducting semi-annual and special occasion communications security (COMSEC) account inventories, KMI spot-checks, and bi-annual Intermediate Superior In Command (ISIC) inspections.
- You will respond and provide customer service support to data-calls, messages, directives, record messages, and service requests via phone, email, websites, messaging systems, and/or walk-in inquiries.
- You will ensure safe and secure handling and accountability of cryptographic material and electronic key equipment is performed at all times.
- You will provide solutions to improve services to users and user's organizations via policies, training and other instructions.
- You will support a wide spectrum of resources for worldwide messaging systems and facilities that fall under the cognizance of the organization, including the methodologies, standards, and technologies supporting electronic key/network operations.
- You will prepare Cryptographic Validation Request Forms, Destruction Reports, Inventory Reports, Incident Reports and other documents pertaining to security.
Qualifications
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS/GG-09) or pay band in the federal service or equivalent experience in the private or public sector performing the following duties: Lead, prepare for, and conduct semi-annual/special communications security (COMSEC) account inventories, KMI spot-checks, and bi-annual inspections. Drafting critical security documents, including Cryptographic Validation Requests, destruction reports, inventory ledgers, and security incident reviews. Analyze metrics, participate in audit reviews, and provide strategic feedback to leadership. Developing actionable training, local policies, and standard operating procedures (SOPs) to optimize network and electronic key operations. Providing tier-2/3 technical and customer support to resolve complex, non-routine communications security (COMSEC) issues. Managing multi-channel inquiries (phone, email, secure messaging) and responding to official military data calls, directives, and record messages. Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience: Successful completion of a Ph.D. or equivalent doctoral degree. OR Successful completion of three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent degree. This position has been designated as a Cyber IT/Cybersecurity Workforce position in specialty area [723] and as a condition of employment incumbents of the position are required to comply with the DON Cyber IT/CSWF Program requirements of SECNAV M-5239.2, which include: Earn and maintain appropriate credentials from the Cyber IT/CSWF Qualification Matrix (described in SECNAV M-5239.2) associated with the specialty area and level commensurate with the scope of major assigned duties for the position to which you are assigned, and; Participate in a continuous learning program as described in SECNAVINST 1543.2. A minimum of 40 hours of Cyber IT/CSWF related continuous learning annually documented in a current individual development plan signed by both the employee and supervisor." This position performs a primary cyber work role of [723 - COMSEC Manager] - Proficiency: Advanced per the DoD Cyber Workforce Framework. This is a Security Professional Educational Development (SPeD) position and requires DoD certification. Selectee must obtain and maintain certification within prescribed timeframes. Certification required is: Physical Security Certification (PSC), Security Fundamentals Professional Certification (SFPC), Security Asset Protection Professional Certification (SAPPC), Special Program Security Credential (SPSC), Antiterrorism Credential (ATC). Certain incentives (such as Recruitment/Relocation) may be authorized to eligible selectees.
