Summary

About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the U.S. Army Intelligence and Security Command, 780th Military Brigade/Operations Support Element at Fort Meade, Maryland.

Duties

  • Direct development of complex projects which have the potential for broad impact.
  • Lead and execute crucial software and digital initiatives designed to deliver effective, innovative solutions to highly complex problems.
  • Review management practices and technology systems across industry and government and identify improvements for effectiveness and efficiency.
  • Guide design decisions, manage implementation trade-offs, and provide detailed documentation of architecture decisions and reasoning.
  • Assist in developing software solutions tailored to unique mission requirements with an emphasis on rapid, continuous delivery.
  • Identify developmental and training needs, both internal and external to the organization, before then providing or arranging for needed development and training.
  • Provide professional and policy direction to lower graded employees performing related work.

In order to qualify, you must meet the experience requirements described below. You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience. Specialized Experience is defined as: Conducting software development from inception to launch; utilizing C/C++ and Python for product development; conducting malware analysis, reverse engineering, and malware development utilizing malware persistence, stealth, and/or exploit identification and development; AND leading software developers who utilize cybersecurity principles and methods. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS -12) You will be evaluated on the basis of your level of competency in the following areas: Project Management Software Development Teaching Others Technology Awareness

Other information

This position requires a 2 year trial period during which the agency evaluates your fitness and whether your continued employment advances the public interest. In making this determination, the agency may consider your performance and conduct; agency needs and interests; whether your continued employment supports organizational or Government goals; and whether it promotes the efficiency of the Federal service. Continued employment requires written certification that it advances the public interest. You will be required to provide proof of U.S. Citizenship. Direct Deposit of Pay is required. Incumbent (or Selectee) is required to satisfactorily complete the appropriate training and obtain the required certification/recertification for this position as outlined in DoD Publication 8570.01-M Information Assurance Workforce Improvement Program, dated 19 December 2005 (incorporating Change 1, 15 May 2008). Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees. USCYBERCOM Cyber Mission Force (CMF) certification at the Senior Cyberspace Capability Development (SCCD) level as specified by USCYBERCOM CMF, Army, 780th MI BDE, and CSD policies is a condition of employment. Depending on experience and skill levels, portions of the CMF training may require incumbent to perform an extended TDY for a period of 3 to 6 months. Failure to achieve and maintain certification requirements will result in removal from this position. The incumbent must achieve and maintain CMF certification within the following timelines: a. USCYBERCOM CMF certification at the Basic Cyber Capabilities Developer (BCCD) Level including the Army Basic Skills Level Exam (BSLE) and any additional Army requirements within 12 months. b. USCYBERCOM CMF certification at the Senior Cyber Capabilities Developer (SCCD) Level including the Army Senior Skills Level Exam (SSLE) and any additional Army requirements within 24 months. Recruitment, Retention, and/or Relocation incentives may be authorized if it is determined to be in the best interest of the Government.
