Summary
This position is being recruited under 10 USC 1599f into the Cyber Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It has been identified as a position necessary to carry out and support the mission of the US Cyber Command. It is in the Professional Work Category at the Senior Work Level within the CES Occupational Structure. It is located in the DoD Cyber Defense Command (DCDC).
Duties
- Leads analytical reviews to resolve issues and define Cyberspace Operations roles, developing new concepts and authoritative recommendations for complex inter-related missions.
- Supports crisis action planning by leading projects pertaining to all phases, including mission analysis, course of action (COA) development, COA analysis, and plan development.
- Develops concepts of operations and courses of action. Coordinates with technical and military analysts to consolidate findings into complete products for senior leadership.
- Provides technical assessments of cyberspace operations. Identifies and tracks updates to ensure initiatives support objectives and address operational needs and identified shortfalls.
- Plans for the integration of information security measures and oversees implementation of solutions. Reviews work products for correctness and adherence to design concepts and standards.
Qualifications

To qualify at the GG-13, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service. For this position, Qualifying experience is described as experience such as leading analytical reviews for cyberspace operations; or developing courses of action for crisis action planning; or integrating information security measures for strategic solutions; or providing technical assessments of cyberspace systems. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. Education
There is no substitution of education for the qualifying experience at the GG-13 grade level.

Other information
This position is a DoD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 U.S.C. 1599f. Targeted Local Market Supplement (TLMS) in accordance with Section 1599f of Title 10 U.S.C. and Department of Defense Instruction (DoDI) 1400.25, Volume 3006. Telework availability will be based upon the mission requirements and supervisory determination. If you are a current Federal Career/Career-Conditional employee, you will be placed on an Excepted appointment. A CES term employee may be eligible for noncompetitive conversion to a permanent CES appointment at a later date should a position become available. A three year probationary period may be required. Individuals tentatively selected for drug testing designated positions at the Department of Defense Cyber Defense command (DCDC) will be required to submit to urinalysis for illegal drugs prior to appointment or placement.
