Summary
This position is located in the Program Executive Director Front Office, Schedule and Risks within the Department of Veterans Affairs (VA), Electronic Health Records Modernization Integration Office, (EHRM-IO) within the Office of the Deputy Secretary of VA (DEPSECVA) where the position serves as IT Project Manager and supports senior management with adherence to required and appropriate development processes, and change and configuration management processes.
Duties
- Consist of and are not limited to the following duties of Information Technology Project Manager within the Department of Veterans Affairs (VA), Veterans Healthcare Administration Electronic Health Records Modernization Integration Office, (EHRM-IO). The incumbent manages, develops, coordinates, assesses, evaluates and monitors development schedules for applications assigned to Schedule and Risks. Supports senior management with efforts to ensure adherence to required and appropriate development processes, change and configuration management processes within electronic healthcare records management. Presents authoritative technical advice to management on the application of business or clinical process modeling, business or clinical object modeling and business or clinical task design activities Creates and maintains documentation as it relates to system configuration, mapping, processes and service records Participates in the creation of and reviews of technical documentation such as data migration plans, schedules, and user and technical manuals Work Schedule: Monday - Friday, 8:00am - 4:30pm Compressed/Flexible Schedule: May be available with supervisor approval. Telework: May be available upon supervisor approval. Some physical effort is required in that the incumbent lifts and carries reference books, working papers and similar items to and from meetings. A moderate amount of standing and walking is required in getting to and from meeting places away from the work site. The work does not require any special physical effort. Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement. For the GS-14: To meet the Competency-Based Qualification Standard for the Information Technology (IT) Management Series (2210), you must possess: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. AND Specialized Experience: GS-14 grade level: One year of specialized experience (equivalent to the GS-13 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes but is not limited to: Leading project teams in advanced systems software/hardware project efforts. Functioning as a technical authority in project management disciplines such as requirements analysis, project planning, budgeting, cost analysis, configuration management, data management, information systems and network security assignments. Planning and designing systems architecture as they relate to Electronic Healthcare Records Management. Assuring software and systems functionality and quality. Ensuring extensive application of security/information assurance policies, principles, and practices to the delivery of application software services. Applying project management principles to large-scale, complex projects which entail the methods, metrics, tools, and techniques of Electronic Health Records Management. OR Applicants may also be considered to have satisfied the minimum qualification requirements for a position if they can present evidence that clearly justifies a high evaluation of their competence, such as one or more of the following: Appropriate licensure, registration(s), certification(s); or A substantial record of experience, achievement, and publications that demonstrates eminence in the appropriate profession/technical field. Applicants can qualify fully on the basis of licensure, certification, registration, or special training as an alternative to experience. You will receive credit for all qualifying experience, including volunteer experience.
Education
There is no educational substitution for the GS-14 level.
