Summary
This position is located in the National Oceanic and Atmospheric Administration (NOAA), National Ocean Service (NOS), Office of Coast Survey (OCS), with one vacancy in Silver Spring, MD.
Duties
- As a Management and Program Analyst, you will perform the following duties: Lead efforts at the Office of Coast Survey (OCS) to provide programs with consultative services in one or more of the following areas: classification, recruitment/staffing, senior executive staffing, awards, pay/compensation, benefits, performance management, workforce policy, workforce strategic/succession planning, time and attendance, or workforce data and analytics. Assess, formulate, and develop strategies, practices, and guidelines on improving all elements of NOS's human resources programs. Conduct annual assessment of programmatic needs to determine areas of focus for the coming year and support daily operational activities, such as action tracking and meeting support, coordination of internal communication, maintenance of databases, and distribution of information. Monitor workforce operations and recommend actions that can be taken to increase efficiency and effectiveness. Lead engagement with Human Resources (HR) Liaisons, Office of Human Capital Services (OHCS) and Enterprise Service (ES) to share information, translate and direct requests, and advocate for OCS's needs and perspectives. Provide expert advice regarding analyses and appropriate strategies for collection of information/data. Develop and independently conduct various management, and/or cost analyses of program operations. Conduct qualitative and quantitative studies that improve management practices, work methods and efficiency. Perform in-depth analyses on reports pulled from automated systems, and present recommendations for management decisions. Use HR information systems to ensure timely and proper management of the workforce.
Qualifications

SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To qualify at the ZA-4 or GS-13 level: SPECIALIZED EXPERIENCE: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the ZA-3 or GS-12 in the Federal service. Specialized experience MUST include all of the following: Participating in the review of current and planned programs or operations to ensure programmatic strategies are effectively carried out; and Analyzing data and developing strategies or guidance for personnel management, in areas such as classification, recruitment and staffing, senior executive staffing, awards, pay and compensation, benefits, performance management, workforce policy, or workforce strategic and succession planning.

Requirements
This position will be filled under the DOC Alternative Personnel System (CAPS). Under CAPS, positions are classified by career, pay plan, and pay band. The ZA-4 is equivalent to the GS-13/14.
