Summary
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for certain personnel of the DoD workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as a senior IT Specialist (APPSW) and full-stack software developer for USFK TD3. Designs, develops, integrates, deploys, and sustains secure application solutions and automations that improve mission decision support and operational readiness.
Duties
- Leads full-stack application development including engineering, coding, testing, and deployment of complex software solutions supporting mission priorities.
- Utilizes Microsoft Power Platform (Power Apps, Power Automate, Power BI), SharePoint Framework (SPFx), and modern web technologies.
- Ensures solutions are scalable, maintainable, and comply with approved architecture and enterprise standards.
- Utilize web technologies, such as (JavaScript/TypeScript, HTML, CSS, Node.js) to build and maintain applications and mission platform modules (e.g., Maven Smart Systems).
- Engages stakeholders to gather and analyze functional and nonfunctional requirements, business rules, data flows, and interfaces.
- Translates operational needs into detailed technical specifications, solution designs, interface definitions, and development plans.
- Conducts trade-off analyses addressing security, performance, maintainability, interoperability, and lifecycle considerations, ensuring alignment with governance and enterprise requirements.
- Creates dashboards and visualizations to improve information timeliness, accuracy, and usability while reducing manual effort.
- Designs and implements authorized integrations and automated data pipelines to support cross-functional data interoperability with appropriate data security controls.
- Develops applications, workflow automations, and analytics that transform mission data into actionable decision support.
- Oversees the secure software development lifecycle from requirements through deployment, sustainment, and modernization.
- Implements secure coding and development practices (access control, input validation, logging/monitoring) and manages changes via configuration/change management processes.
- Maintains technical documentation and monitors application health, promptly troubleshooting and resolving complex production issues to maintain mission continuity.
Qualifications
About the Technology and Decision Dominance Directorate: The Technology and Decision Dominance Directorate (TD3) is at the forefront of USFK's strategic initiative to enhance theater operational readiness. As the command's primary authority for digital transformation, data governance, and technology modernization, TD3 spearheads a "Data-Centric" shift in modern warfare. The directorate consolidates the functions of the Chief Data Officer (CDO), Chief Technology Officer (CTO), Chief Information Officer (CIO), and Chief Knowledge Officer (CKO) to treat data as a refined weapon system and accelerate the integration of emerging technologies, such as AI/ML and Edge Computing, into the kill chain. The core mission of TD3 is to achieve "Decision Dominance," enabling our forces to out-pace adversary decision-making cycles and maintain a decisive strategic advantage. Basic Requirements: Additionally, for all positions individuals must also have IT related experience demonstrating each of the seven competencies listed below. In addition to the basic requirements of this position, the incumbent must also meet the specialized experience described below. Specialized Experience: One year (52 weeks) of specialized experience which includes: (1) Applying principles and practices of full-stack application development to build and sustain software solutions in an enterprise environment. (2) Developing and testing applications and analytics using technologies such as the Microsoft Power Platform (Power Apps, Power Automate, Power BI), developing custom solutions with SharePoint Framework (SPFx), or contributing to the development of modules within mission platforms like Maven Smart Systems (MSS). (3) Participating in requirements analysis to translate operational needs into technical specifications and assisting in the sustainment of applications throughout the software development lifecycle. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). ***Special Note for Military Members*** MILITARY RETIREES: A retired member of the Armed Forces may not be appointed to a civilian position in DoD (including a non-appropriated fund position) within 180 days after retirement ** unless the following conditions have been met: the Secretary concerned authorizes the appointment; or the position is authorized special pay under 5 U.S.C. 5305; or a state of national emergency exists]. This position requires a 1 year probationary period during which the agency evaluates your fitness and whether your continued employment advances the public interest. If an employee brings a child to an overseas location and that child is entitled to attend a DoD school on a space-required basis in accordance with DoDEA Regulation 1342.13, the DoDEA and the Military Department responsible for providing related services will ensure that the child, if eligible for special education, receives a free appropriate public education, including related services pursuant to DoDI 1342.12 and DoDM 1342.12. If an employee brings an infant or toddler (up to 3 years of age) to an overseas location, and that infant or toddler, but for the child's age, is entitled to attend the DoDEA on a space-required basis in accordance with DoDEA Regulation 1342.13, then the Military Department responsible for EIS will provide the infant or toddler with the required EIS in accordance with the eligibility criteria consistent with DoDI 1342.12 and DoDM 1342.12. Employees (and family members) who require medical or dental care in the overseas location will be responsible for obtaining and paying for such care. Access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimbursable basis only. Pay retention may be offered to selected applicants for positions at overseas locations. Pay retention will not be offered as an incentive for employees moving between overseas positions. Selectees may receive certain foreign area benefits such as: Living Quarters Allowance (LQA) or government quarters, home leave, etc. Selectees will have their eligibility for foreign area benefits determined at the time of hire in accordance with Department of State Standardized Regulation (DSSR) and DoDI 1400.25 volume 1250.
