The Opportunity
As a journey level IT Application Developer, you will design, develop, implement, and maintain enterprise applications and data solutions that support some of Washington's most important public health regulatory and licensing systems. This role is responsible for building and enhancing secure, reliable applications that support health profession licensing, complaint investigations, facility inspections, prescription monitoring, and other critical public health services.
You will work across the full application lifecycle, from gathering requirements and designing solutions to coding, testing, deploying, and maintaining systems that serve internal staff, healthcare providers, public health partners, and the public. The work spans modern web applications, cloud platforms, databases, reporting tools, and system integrations, requiring both technical depth and the ability to solve complex business and technology challenges.
This position collaborates closely with business partners, vendors, and technical teams to ensure systems remain secure, stable, and adaptable as public health needs evolve. The applications you develop and maintain directly support the Department of Health's ability to regulate healthcare professions, protect patient safety, meet federal reporting requirements, and deliver essential services to communities across Washington.
Key Responsibilities Include
- Design, develop, test, and maintain enterprise web applications, APIs, and system integrations using modern development frameworks, cloud technologies, and relational databases.
- Build and optimize data solutions, including databases, ETL processes, stored procedures, reports, dashboards, and data integrations that support business operations and decision making.
- Implement and maintain cloud-hosted applications and services using Azure platforms, web servers, and DevOps tools to ensure secure, scalable, and reliable system performance.
- Analyze business requirements and translate them into technical designs and software solutions that meet operational, security, and accessibility standards.
- Troubleshoot and resolve complex application, database, and system issues by researching root causes, implementing solutions, and documenting outcomes.
- Conduct unit, system, performance, and quality assurance testing to ensure applications function as intended and meet coding, security, and accessibility requirements.
- Manage technical implementation activities by developing work plans, tracking progress, coordinating with stakeholders, and delivering solutions that meet project timelines and business needs.
- Develop technical documentation, coding standards, and best practices that promote maintainable, consistent, and high-quality systems across the organization.
- Work across a diverse technology stack that includes modern web development, cloud computing, data engineering, reporting, and enterprise systems.
- Solve complex technical challenges while influencing how critical public health systems evolve and improve over time.
- Build and maintain systems that support healthcare licensing, investigations, inspections, and regulatory activities that protect the health and safety of people across Washington.
- Contribute to technology solutions that enable the Department of Health and its partners to make informed decisions, meet regulatory requirements, and provide essential public health services statewide.

Required Qualifications
There are multiple pathways to qualify for this position. You must meet one of the options provided and any additional criteria listed. - Option 1: Eight (8) years of experience in one or more of the following IT disciplines: consulting, analyzing, designing, programming, installing and/or maintaining computer software applications
- Option 2: An Associate’s degree or higher in Information Technology program or a closely related field AND six (6) years of experience in one or more of the following IT disciplines: consulting, analyzing, designing, programming, installing and/or maintaining computer software applications. Additional years of experience can substitute for education on a one-for-one basis.
- Option 3: A Bachelor’s degree or higher in Information Technology program or a closely related field AND four (4) years of experience in one or more of the following IT disciplines: consulting, analyzing, designing, programming, installing and/or maintaining computer software applications. Additional years of experience can substitute for education on a one-for-one basis.
- At least three (3) years of experience in the software development field. Experience must include:
- Developing enterprise class, highly secure, and object-oriented web-based application system.
- Experience with integration technologies -API, Restful services, SFTP, etc.
- Experience with programming technologies such as .NET (ASP.Net, MVC, Core), Java/JSP, XML/JSON, React.js, Angular, CSS, JavaScript, HTML, Ajax, jQuery, etc.
- Experience with low code platform technologies such as Salesforce, Power Platform, Nintex, MuleSoft, Box, etc.
- Experience with Agile development and methodologies such as Scrum and Kanban
- Ability to clearly communicate concepts and ideas to a variety of audiences both verbally and in writing.
- Demonstrated ability to understand every aspect of a technical solution.
- Experience simultaneously managing multiple application development projects, enhancements, or production support activities.
- Experience working collaboratively as part of a cross-functional team to design, develop, test, implement, or support software applications.
- At least one (1) year of experience developing custom components, templates and web-based applications with the Salesforce PaaS.
- A Bachelors’ degree or higher in Computer Science, Management Information System, or closely allied field (Engineering/Mathematics).
- Experience with DevOps and Continuous Integration / Continuous Delivery practices and tools such as Azure DevOps and GitHub.
- Experience developing CaaS applications in technologies such as Azure Container Apps, Docker, and Kubernetes
- Experience with cloud computing via Azure Services such as Azure Portal, Azure App Services, Appliucation Insights, Azure Storage, Azure SQL and Azure Functions.
- Experience developing custom components, templates and web-based applications with the Dynamics 365 PaaS

Work Setting
- This position's work can be performed fully remotely. No regular in-person attendance is required. If onsite work is requested by the supervisor, the request will be planned and communicated in advance.
- Exposure to hazards is limited to those commonly found in indoor at home or office environments. This position is sedentary, working at a computer for extended periods.
- This position has a work schedule of 40 hours per week; however, the position may be expected to work longer hours to complete projects or assignments, and/or meet business demands and deadlines. An alternative or flexible work schedule may be considered at the employee's request, subject to supervisory approval.
- The employee may occasionally be required to respond to urgent, or emergency business needs outside of normal business hours. Maintenance windows are scheduled in advance and vary by team. This position may participate in on-call or standby coverage to support agency systems as needed.
- Travel is not required to perform the duties of this position; however, occasional travel may be expected to attend meetings, trainings, or conferences.
- When driving for state business, the employee must be able to legally operate a state or privately-owned vehicle; OR provide alternate transportation while on state business.

- This position is covered by a bargaining unit for which the Washington Federation of State Employees (WFSE) is the exclusive representative.
