Noblis MSD is seeking a Java Software Developer to support a large-scale software project for U.S. Navy programs. This is an onsite position at the Philadelphia Navy Yard.

Noblis MSD supports Naval Sea Systems Command (NAVSEA) and Naval Surface Warfare Center Philadelphia Division (NSWCPD) by providing engineering, software development, systems integration, cybersecurity, logistics, and life-cycle support to Navy programs.

The Java Developer will work as part of a software development team to design, develop, maintain, test, and support Java-based applications. The ideal candidate is comfortable working in a large software codebase, collaborating with other developers and engineers, and supporting software updates through the full development lifecycle.

Responsibilities Include

  • Develop, maintain, and enhance Java software applications
  • Support software design, coding, testing, troubleshooting, and integration activities
  • Work with large existing Java codebases and help improve maintainability over time
  • Review, understand, and update existing software as needed
  • Support software builds, deployments, and release activities
  • Use tools such as GitLab, Jira, SonarQube, or similar tools to support software development and delivery
  • Assist with troubleshooting software issues identified during development, integration, testing, or field support
  • Collaborate with software developers, testers, engineers, cybersecurity personnel, and program stakeholders
  • Participate in code reviews and help maintain good software development practices
  • Support documentation such as software design notes, release notes, installation instructions, and user/support guidance
  • Communicate status, blockers, risks, and technical issues clearly and professionally

Required Qualifications

  • Bachelor’s degree in Computer Science, Computer Engineering, Electrical Engineering, Software Engineering, Information Systems, or a relevant technical discipline
  • 3+ years of experience developing software using Java
  • Experience working with large or multi-module software applications
  • Experience maintaining, troubleshooting, or refactoring existing Java code
  • Familiarity with object-oriented design and software development best practices
  • Familiarity with version control tools such as Git or GitLab
  • Experience using issue tracking tools such as Jira or similar platforms
  • Ability to work in a Linux environment or willingness to develop Linux proficiency
  • Ability to work as part of a team and communicate effectively with people at varying technical levels
  • Must be a U.S. Citizen
  • Ability to obtain a Secret Security Clearance
  • Fluent and able to navigate in a Linux Operating System

This position is on-site at the Philadelphia Naval Yard.

Desired Qualifications

  • Experience with Java 17 or later
  • Experience supporting modernization or refactoring large Java applications
  • Familiarity with CI/CD concepts and tools such as GitLab CI/CD, or similar platforms
  • Familiarity with SonarQube or similar code quality tools
  • Experience with Bash scripting or general automation scripting
  • Experience with Docker, containers, or RHEL 8/9 environments
  • Familiarity with JGroups or distributed Java applications
  • Experience supporting software integration and formal test events
  • Experience writing clear technical documentation, including design notes, release notes, and installation guidance
  • CompTIA Security+, Linux certification, Oracle Java certification, or similar certifications are a plus
  • Understanding of PLC technologies such as PLC I/O mapping, ladder logic behaviors, and Allen-Bradley ControlLogix/CompactLogix
  • Working knowledge of dependency injection and Java Platform Module System (JPMS)
  • Familiar with SCADA HMI systems like FactoryTalk View, Ignition, or Wonderware

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis’ total compensation package.
