Summary

THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a SUPV IT SPECIALIST (PLCYPLN), Position Description Number PDD1861000 and is part of the MA ANG 102nd IW, National Guard. This is a Non-Bargaining Unit position. Duties

  • (1) Performs studies and establishes plans of action for improving the efficiency of information technology and communications applications. Performs studies covering Group and subordinate squadron information technology (IT) and communications tactical deployment status. Evaluates existing systems and capabilities and initiates feasibility studies and cost benefit analyses to determine ways and means necessary to enhance mission performance. From those studies, determines requirements and recommends a best course of action along with proposed alternatives. Evaluates the impact emerging technology will have on business needs and practices and takes into consideration the organization's financial and other resources while developing capital investment plans designed to meet changing IT and communications needs of serviced organizations. Prepares justification for reprioritizing funding to support system enhancements and persuades management to take a specific course of action. Prepares documentation and briefs management officials on specifics of requirements, both hardware and software, and outlines procedures to obtain and organize enhancements. Produces system and program specifications and establishes milestones which include processing steps, program layouts, interrelationships, sequences, and internal logic. Establishes methods necessary to integrate new technology into existing architecture, identifying conflicting system interface problems and developing solutions. (2) Assesses policy needs and develops policy and procedures governing tactical communications activities. Plans, develops, approves procedures and interprets policy related to tactical communications activities. Continually assesses policy needs and interprets broad DoD, AF, and other higher headquarters guidance and applies it through development of policies for the area of responsibility. Consults and coordinates with project staff from other organizations and agencies in developing, revising, interpreting, and modifying policies to ensure application of local activities meet project needs. Keeps abreast of changes in policy direction and assesses impact on organizational business requirements. Conducts audits of tactical communications system development to ensure applicable laws and regulations are complied with, all necessary controls are in place, and systems operate as intended and provide all necessary capabilities. Reviews system documentation, configuration controls, and contractual aspects to determine compliance with applicable standards. Presents findings to program officials and makes recommendations for improvement where appropriate. Authors local policy to comply with management and organizational requirements. Develops migration plans for implementation of new technology. Assesses and identifies training needs that address activities where gaps in competency exist in either current or new technology. Develops training programs, or locates and recommends sources of training that ensure users can apply the best techniques related to tactical communications. Provides technical assistance to system users and contractors. (3) Serves as the senior logistics staff member for the group headquarters. Develops and coordinates detailed plans for mission support requirements for war mobilization, contingencies, state emergencies, training exercises, and other worldwide requirements. Develops, implements, and enforces policies, procedures and methods for integrating mission support areas which include equipment asset management, maintenance management, logistics support, supply management, manpower requirements, transportation and financial resource requirements. Coordinates with internal and external agencies (DoD, MAJCOMs, NAF, State Headquarters, other combat communications group headquarters, and other federal and state agencies) to ensure the operational planning accurately satisfies all customer requirements, is consistent with current Concepts of Operations (CONOPS) and Operations Plans (OPLANS) and is documented in appropriate logistical annexes. (4) Ensures resource management standards are identified, established, and trained to at assigned units. Creates, reviews, and approves written instructions or supplements for implementation of local policies and procedures throughout the Group. Formulates and reviews budget proposals, fiscal plans, inputs to CONOPS, war/mobilization and mobility plans, and host tenant support agreements to ensure that financial and organizational needs are fully integrated to accurately forecast and control allocation of resources to meet goals, objectives, and mission requirements. Ensures effective execution of each budget by monitoring relevant reports. Performs other duties as assigned. Qualifications

NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted service position that requires membership in a compatible military assignment in the National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted service position Constitutes concurrence with these requirements as a condition of employment. Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement. GENERAL EXPERIENCE: Must have experience, education or training that has provided a basic knowledge of data processing functions and general management principles that enabled the applicant to understand the stages required to automate a work process. Experience may have been gained in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaptation of computer programs and systems. SPECIALIZED EXPERIENCE: Must have at least 1-year specialized experience equivalent to at least the next lower grade. Specialized experience includes experience, education, or training that approaches techniques and requirements appropriate to an assigned computer applications area or computer specialty area in an organization. Experience planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls. Experience that required adaptations of guidelines or precedents to meet the needs of the assignment. Experience preparing documentation on cost/benefit studies where is involved summarizing the material and organizing it in a logical fashion. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel. OR Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of months/years. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
